On the evening of December 16, Professor Cui Fan, Dean of the Hainan Research Institute, participated in Phoenix TV’s Phoenix Global Live Broadcast and discussed the first phase of the China-US economic and w88 agreement with host Ren Ren, American University professor Zhao Quansheng, and Phoenix TV’s Washington correspondent Wang Bingru.

Professor Cui Fan pointed out that the suspension of some additional tariffs and the phased reduction of additional tariffs in the first-phase agreement between China and the United States are conducive to curbing the escalation of the tariff war and stabilizing the w88 between China and the United States as well as the global w88 order and economic situation. The contents of intellectual property rights, technology transfer, financial openness, and the transparency and marketization of the exchange rate formation mechanism are consistent with China's direction of deepening reform and expanding opening up. The content of expanding w88 in the agreement does not directly stipulate the extent of reducing the w88 deficit, but stipulates the extent of China's expansion of imports, that is, not by reducing China's exports, but by expanding import w88 to achieve w88 rebalancing; both sides expand the scale of w88 through market-based commercialization in line with WTO rules, which is conducive to strengthening the economic and w88 ties between the two countries and reducing the possibility of decoupling between the two countries.

Cui Fan pointed out that the second phase of negotiations may involve issues of subsidies and industrial policies, which involve differences in the economic development models of the two parties, making negotiations more difficult. At the same time, it is not ruled out that the two sides will discuss issues such as export control and investment review.

Cui Fan also believes that the suspension of the WTO’s Dispute Settlement Appellate Body has had a great negative impact on the stability and predictability of the w88 order. Although the Appellate Body has been suspended, the WTO dispute settlement panel process is still functioning and playing a certain role. WTO negotiations are also still ongoing. Both China and the United States emphasized that the expansion of imports and other related contents in the first phase of the China-US agreement are in line with WTO rules. WTO rules still play a certain role in maintaining w88 order.
