Big data: technical support for public health system reform

(Source:《Beijing Daily》2020-05-11)

General Secretary Xi Jinping made important arrangements for the disease prevention and control system and the major epidemic prevention, control and treatment system at the 12th meeting of the Central Committee for Comprehensive Deepening Reforms, and clearly stated that it is necessary to "encourage the use of digital technologies such as big data, artificial intelligence, and cloud computing to better play a supporting role in epidemic monitoring and analysis, virus source tracing, prevention, control, and treatment, and resource allocation." Full use of big data technology and methods is of far-reaching significance for accelerating the improvement and improvement of my country's public health system.

Big data can enhance the accuracy and scientific nature of public health monitoring. The disease prevention and control system is an important part of the reform of my country's public health system. Especially for the prevention and control of infectious diseases, the improvement of prediction and early warning levels can move the prevention gate forward, effectively safeguard people's lives, health and safety, and prevent minor illnesses from turning into major epidemics. The use of big data technologies and methods can improve the ability to predict and warn diseases. On the one hand, through search engine big data, data mining, text analysis methods and other technologies can be used to effectively extract relevant information from online public opinions, so as to predict and judge the occurrence probability and development trend of related diseases, and provide reference and basis for the health department's decision-making. On the other hand, big data technology can effectively integrate electronic medical records, electronic health records and other information to achieve a basic understanding of disease characteristics, timely grasp of disease mechanisms and development trends, and lay the foundation for early warning and prevention work. In addition, in the field of chronic diseases, through long-term recording and monitoring of patients' medical data, timely health warnings and related prompts can be issued to patients based on data fluctuations, reducing the possibility of recurrence of the disease.

Big data can enhance the tracking and prevention capabilities of public health work. Timely and accurate tracking of the source of disease is a key issue in disease response and control. Especially for infectious diseases, only by controlling the source of infectious diseases in a timely manner can the rapid spread of the virus be effectively curbed, which is crucial to epidemic prevention and control. Through big data technology and methods, the ability to track and trace the source of the disease can be enhanced, and technical support can be provided for targeted epidemic prevention and control. On the one hand, with the help of global positioning systems and remote sensing technology, we can accurately grasp the flow of people and accurately determine the potential spread range of the virus, thereby providing a data basis for targeted implementation of regional control and grid management. On the other hand, data screening and analysis based on electronic medical records and electronic health records can effectively identify the common characteristics of infectious sources and gain insights into the types, characteristics, incidence patterns, transmission routes and potential threats of the virus, providing important basis for further determining the source of the virus and strengthening health prevention and control.

Big data can promote intelligent treatment and research and development in the field of public health. On the one hand, at the level of disease treatment, for chronic diseases, based on the patient's characteristic data and long-term diagnosis and treatment data, through data integration, comparison and analysis, the efficacy of different drugs can be distinguished and grasped, thereby improving the pertinence and accuracy of medication and improving the level of treatment. In addition, the establishment of relevant diagnosis and treatment databases can achieve comparison and matching between diseases, thereby providing a reference for medical staff to quickly and accurately implement diagnosis and medication, and improve the level of diagnostic services. At the same time, remote diagnosis and treatment has been developed as a new way of diagnosis and treatment, and the public can achieve corresponding consultation and consultation simply through the APP client. The cooperation between "online" and "offline" provides an important channel for improving the efficiency of public diagnosis and treatment and saving time for medical treatment. On the other hand, at the level of medical research and development, through big data algorithms, patient treatment data and other relevant biological science information can be extracted and utilized in a targeted manner, thereby making full use of existing biological information resources to provide reference for the development of vaccines and new drugs, thus speeding up the development of vaccines and new drugs to a certain extent and shortening the research and development cycle.

Big data can optimize the allocation of public health resources and improve the efficiency of resource allocation. At present, there is a large gap in the investment in public health resources across our country, strategic reserves such as medical supplies are relatively insufficient, and there are large differences in the number of medical staff per unit of population in various regions. The application of big data technology can intuitively identify the allocation of medical resources in various regions, clarify which regions are short of resources and which regions can be allocated resources accordingly. Moreover, the real-time characteristics of big data technology can quickly and accurately grasp the real-time flow of resources in various regions, which is conducive to the reasonable and rapid flow of medical resources between regions and promotes the optimal allocation of public health resources.

The important supporting role of big data in the reform and development of my country’s public health system must be strengthened. The application of big data in the reform of my country's public health system has broad prospects. It must be combined with my country's current development reality to improve the construction of corresponding systems and mechanisms and give full play to the technical support role of big data in the reform of my country's public health system.
