How to “Intelligent+” the industrial system

Recently, many central government documents have mentioned that the "smart+" model should be used to promote the development direction of my country's industrial transformation and upgrading. Although the adjustment trend of my country's industrial structure has become more obvious in recent years, overall, industrial development still faces a series of problems such as low added value, low quality, weak technology, and lack of brand. Currently, the development and application of new generation information technology led by big data and artificial intelligence provide important opportunities for the upgrading and development of modern industries.

At this stage, to promote the construction of my country’s modern industrial system with “smart+”, we need to focus on the following four aspects:

First, accelerate the application of “smart+” technology. To achieve a strong connection and integration between artificial intelligence technology and my country's industrial development, technology research and development enterprises must first obtain sufficient policy dividends. For artificial intelligence technology R&D enterprises, we can consider providing corresponding support from taxation, subsidies and other levels based on their R&D content, R&D goals and R&D scale; we can adopt incentive policies to encourage the application and promotion of their R&D results; we can consider building a national-level artificial intelligence construction pilot zone to create good development space for the R&D and application of artificial intelligence enterprises.

The second is to focus on cultivating a group of leading enterprises and intelligent technology talents. Enterprises are the main body of technology research and development and the backbone of high-tech research and development. Therefore, it is necessary to accelerate the cultivation of a group of leading companies in intelligent research and development to enhance independent research and development capabilities, enhance corporate competitiveness, and promote the successive bursts of market vitality. At the same time, talents are the basic resources for technology research and development, promotion and application. Especially for the development of the "smart+" industry, there is an urgent need to introduce and cultivate a group of high-tech talents. The formulation and introduction of relevant policies should be accelerated, gradually implemented on a trial basis, and steadily promoted to effectively protect and resolve the interests and demands of relevant intelligent enterprises and talents.

The third is to increase the construction and improvement of intelligent information infrastructure. The construction level of intelligent information infrastructure is directly related to the implementation and implementation of the "intelligent +" model. Therefore, we should speed up the construction of intelligent information infrastructure in various places, seize the current construction opportunities of "new infrastructure", clarify the key areas of intelligent information infrastructure construction at this stage, face difficulties, overcome difficulties, and focus on improving the level of intelligent information infrastructure, so as to better create good conditions for the application and promotion of intelligent technology.

The fourth is to strengthen the pace of legal construction for the application of intelligent technology. Although intelligent technology is a representative of the new generation of information technology and has huge development potential and application prospects, because the current application of intelligent technology is still in its initial stage and the development of some fields is not mature enough, it is necessary to accelerate the pace of legal construction of the application of intelligent technology in our country. Pay attention to key construction in terms of rights protection and judicial boundaries to protect the legitimate rights and interests of relevant enterprises and individuals and eliminate illegal activities that infringe on individual interests, thereby providing a good growth environment for the development and growth of my country's intelligent technology.
