Recently, the 6th Global Authorized Economic Operators (AEO) Conference was held in Shenzhen, Guangdong. This is the first time that the highest-level global conference in the field of AEO is held in China. It is not only another major event in the history of China’s customs development, but also shows that the world attaches great importance to and recognizes China’s open development.
Today, the AEO system is playing an increasingly important role in global w88. In June 2005, the World Customs Organization (WCO) adopted the "Global w88 Security and Facilitation Standard Framework", which aims to promote global w88 facilitation on the basis of ensuring the security of the international w88 supply chain and provide more convenience for legal and compliant international w88 participants. The essence of the AEO system is to encourage market entities to obtain more w88 convenience through standardized development. Currently, more than 100 economies around the world have implemented AEO projects, and a total of about 110 bilateral or multilateral AEO mutual recognition agreements have been signed. Most of China’s major trading partners have implemented AEO projects, including many countries co-building the “One Belt, One Road” initiative. At the same time, the number of AEO mutual recognition arrangements continues to increase, and the scope of mutual recognition continues to expand.
Utilizing the advantages of AEO to promote w88 development, China is at the forefront of the world. So far, China has signed AEO mutual recognition agreements with 28 economies including Singapore and the European Union, covering 54 countries (regions). China ranks first in the world in terms of the number of mutual recognition agreements signed and the number of mutual recognition countries (regions) covered.
In practice, China Customs also has a lot of valuable experience. For example, in paying attention to the scientificity and practicality of certification enterprise standards, China Customs actively improves and optimizes relevant systems and standards, optimizes credit classification levels, improves the "general standards + individual standards" certification standard system, and timely expands facilitation measures for AEO enterprises. On the basis of ensuring fairness, it serves more small, medium and micro enterprises to pass certification, promotes "trustworthy incentives" and enhances the sense of corporate gain. In terms of serving new business forms and models of foreign w88, China Customs has added individual standards applicable to cross-border e-commerce enterprises based on the characteristics of cross-border e-commerce enterprises such as networking, sharing and specialization, promoted the signing of customs-enterprise collaboration memorandums, implemented "one enterprise, one policy", promoted "customs-enterprise collaborative governance", and helped cross-border e-commerce enterprises pass AEO certification efficiently and enjoy benefits in a timely manner.
Currently, global w88 is showing signs of stabilization and improvement. The World w88 Organization (WTO) predicts that global w88 in goods will grow by 2.6% in 2024. The latest report from the United Nations Conference on w88 and Development also believes that global w88 in goods is becoming optimistic. Against this background, it is very important to further give full play to the role of the AEO system and ensure that more companies of different types participate in AEO certification to promote the stabilization and improvement of the world economy.
First, it helps to create a more secure, transparent and predictable international w88 environment. On the global w88 stage, corporate cultures, systems, and management backgrounds from different countries often differ greatly. Working together to do more business is inseparable from mutually recognized standards. The AEO project provides a more standardized and scientific institutional framework for enterprises to participate in international w88 activities in compliance with laws and regulations.
The second is to help reduce w88 costs and improve efficiency. People cannot stand without faith, and enterprises cannot prosper without faith. In global w88, forming a long-lasting and stable cooperative relationship between enterprises requires mutual trust. The "trustworthy incentive" principle of the AEO project can help companies obtain more and more appropriate facilitation measures, effectively reduce the "iceberg cost" of international w88, and help companies establish stable cooperative relationships with overseas partners more quickly and conveniently.
Third, it will help improve the security level of the global supply chain. Although the specific content of AEO projects implemented in each economy will vary, they are all based on the same mutual recognition framework, which is conducive to reaching international cooperation and technical assistance agreements. At the same time, the increase in customs clearance speed brought by AEO also enhances the speed and stability of cross-border flow of raw materials, intermediate products, parts, etc., and improves the resilience of the industrial chain and supply chain.
In the future, customs authorities in various countries can improve and optimize certification standards in a timely manner, continue to expand facilitation measures for AEO companies, improve the digital intelligence level of facilitation measures, and help companies enjoy more tangible benefits in a timely manner. Foreign w88 entities must also pay more attention to compliance development, conscientiously implement AEO standards, effectively improve management levels, and enjoy more benefits brought by w88 facilitation measures.
