General Secretary Xi Jinping emphasized that “it is necessary to expand high-level opening up to the outside world and create a good international environment for the development of new productive forces.” The recently held fifth meeting of the Central Commission for Comprehensive Deepening Reform pointed out that to build a globally competitive open environment for scientific and technological innovation, we must adhere to the combination of "going out" and "bringing in", expand international scientific and technological exchanges and cooperation, strive to build win-win partnerships, and plan forward and deeply participate in global scientific and technological governance.

The practice of more than 40 years of reform and opening up has shown that opening up to the outside world is an important driving force for my country's economic and social development. Promoting reform and development through opening up is an important magic weapon for my country's modernization drive to continuously achieve new achievements. The report of the 20th National Congress of the Communist Party of China emphasized that relying on my country's ultra-large market advantages, attracting global resource elements through domestic circulation, enhancing the linkage effect of two resources in domestic and international markets, and improving the quality and level of w88 and investment cooperation. In recent years, my country has actively participated in the reform and construction of the global governance system, continuously promoted the high-quality development of the Belt and Road Initiative, further integrated into the global division of labor system, and better coordinated the two domestic and international markets and resources. The world today is undergoing major changes unseen in a century, and factors of instability and uncertainty are increasing. my country insists on expanding international exchanges and cooperation in multiple fields including basic research with more open thinking and measures, attracting international innovation resources, jointly developing new industrial technologies, and creating an open innovation ecosystem with global competitiveness. At present, my country has signed 22 free w88 agreements with 29 countries and regions, strengthening cooperation with trading partners in the fields of goods w88, service w88, investment, intellectual property rights, digital w88, and environmental protection. At the same time, more than 100 bilateral investment agreements have been signed, the negative list for foreign investment access has been reasonably reduced, and foreign investment has continued to expand and attract high-quality foreign investment inflows. Some developed countries have implemented a "small courtyard and high wall" blockade policy on my country's high-tech fields, and adopted strategies of "decoupling", "breaking links" and export controls to curb my country's scientific and technological development. In the future, our country still needs to unswervingly promote high-level opening up and continue to create a good international environment for the development of new productive forces.

First, adhere to the combination of "going out" and "bringing in". Accelerate the construction of a strong w88 country, deepen international cooperation in foreign w88 supply chains, improve the level of w88 facilitation, cultivate new momentum for foreign w88, and promote the development of new business formats. Promote reform, innovation and development through opening up, continuously improve the scientific and technological security system and risk prevention mechanism, make up for the shortcomings of the open innovation system, and improve the ability to coordinate the utilization of domestic and foreign innovation resource elements. Build a globally competitive open environment for scientific and technological innovation, enhance my country's attractiveness to global innovation resource elements, and win new advantages in future scientific and technological competition.

Third, steadily expand institutional opening up. Improve the ability to control high-level opening to the outside world, steadily expand institutional opening such as rules, regulations, management, and standards, enhance the voice in the international cycle, actively participate in the formulation of international economic and w88 rules, promote the process of joining the "Comprehensive and Progressive Agreement for Trans-Pacific Partnership" and the "Digital Economic Partnership Agreement", actively participate in the reform of international organizations such as the World w88 Organization, and propose Chinese solutions and contribute Chinese wisdom to global economic and w88 governance.
