"Global Times": (Zhang Xin) The United States released new regulations on AI investment: dual control of computing power and application, triggering new thinking on Sino-US technology competition

A few days ago, Professor Zhang Xin of our college accepted an invitation from the International Forum column of the Global Times to write an article on the competition between China and the United States in artificial intelligence technology. The full text is as follows:

The U.S. Department of the Treasury recently issued a 165-page "Proposed Rulemaking Announcement" aimed at further restricting U.S. investors from investing in specific security technologies and products in three key areas related to China: semiconductors and microelectronics, quantum information technology, and artificial intelligence. It is worth noting that the U.S. Treasury Department plans to set the boundaries of controlled investment from the two dimensions of artificial intelligence’s intended use and computing power indicators. Specifically, taking into account the current development status of the artificial intelligence industry, it is planned to include artificial intelligence models based on high-quality data training, artificial intelligence models that are easy to lift security restrictions, and artificial intelligence models that use specific technologies into the scope of controlled transactions. In addition, the U.S. Department of the Treasury also stated that it will revise the current definition of artificial intelligence systems in a timely manner to ensure that it accurately reflects the national security concerns involved in the development process. This series of measures is actually a microcosm of the United States’ core policy on artificial intelligence development and its science and technology strategy toward China in recent years.

Relevant research shows that the current global artificial intelligence development maintains an overall pattern with the United States leading the way and the United States and China leading the way. As a basic and strategic technology leading a new round of technological revolution and industrial transformation, artificial intelligence has become an important focus of competition between China and the United States. The two parties in the United States are highly consistent in restricting China's development of artificial intelligence to protect its national security. They are both trying to create a comprehensive framework from the computing power layer, the model layer to the application layer, from product control to capital control, to comprehensively inhibit the development of other countries, including China, in key technology fields, thus building a multi-dimensional institutional barrier.

As early as May this year, the U.S. Senate released "Promoting U.S. Innovation in the Field of Artificial Intelligence: The Senate Artificial Intelligence Policy Roadmap", which proposed that the Senate hopes to take the lead in promoting legislation on some urgent issues through piecemeal small steps, rather than pursuing large and comprehensive legislation in the near future, and maintain the United States' leading position in the field of artificial intelligence with a flexible and flexible risk governance system. Therefore, judging from the choice of governance path, the United States did not choose to introduce comprehensive artificial intelligence legislation like the European Union. Instead, it relied on a series of soft laws and administrative orders to build a progressive and prudent governance pattern characterized by responsiveness and debugging.

This governance model presents three distinct characteristics: First, at the legislative level, the United States will not follow the EU in developing specialized and comprehensive legislation on artificial intelligence in the short term. Instead, it will focus on debugging existing laws, showing the characteristics of distributed legislation. Second, at the law enforcement level, the United States is based on strengthening the regulatory capabilities of existing regulatory entities and fully tapping the potential of existing regulatory tools, rather than creating or expanding artificial intelligence regulatory forces on a large scale. Third, at the judicial level, the United States maintains a cautious attitude and expects that it will be difficult to form disruptive precedents in the core areas of artificial intelligence governance in the short term. This multi-dimensional governance model directly serves the United States’ strategic goal of maintaining the world’s leading position in the field of artificial intelligence while ensuring that it maintains national security and gains technological competitive advantage in international competition.

In view of this, in the current environment of increasingly fierce global technological competition, in order to effectively respond to the challenges posed by these governance models in the field of artificial intelligence in the United States, our country should further deepen cooperation with other countries, build consensus, jointly seize opportunities, overcome challenges, and ensure the high-quality development and high-level security of artificial intelligence by building an all-round, multi-level artificial intelligence development and governance framework.

First, strengthen independent innovation capabilities. Further promote core technological breakthroughs in the field of artificial intelligence and actively release smart dividends. my country's artificial intelligence enterprises should make every effort to carry out scientific and technological research and development, form leading technology clusters at the basic and technical levels of the artificial intelligence industry, and enhance independent innovation capabilities in key basic fields. Second, build a diverse and resilient industrial chain and supply chain system. As Chinese leaders emphasized at the opening ceremony of the 2024 World Artificial Intelligence Conference and the High-Level Conference on Artificial Intelligence Global Governance, we should promote joint technological research, cross-border data flow, free w88 in equipment and interconnection of facilities, strengthen basic research and talent exchange and cooperation, jointly maintain the security and stability of the industrial chain and supply chain, promote the continuous emergence of innovative results, continuous breakthroughs in industrial development, and greater release of smart dividends. Third, actively participate in the construction of a new order for global artificial intelligence governance. As one of the major creative forces in artificial intelligence in the world, China should take the lead of the Global Artificial Intelligence Governance Initiative, take the initiative to break the situation, seize windows of opportunities, resolve risks and challenges through top-level design, and explore dialogue, exchange and consultation mechanisms between governments, enterprises, and experts based on the basic principles of inclusiveness, equality, and diversity. By taking the lead in gathering governance consensus in key areas, we will promote the realization of a governance pattern for collaborative development of artificial intelligence and harmony and co-prosperity.
