A few days ago, the General Office of the Central Committee of the Communist Party of China issued the "Opinions on Further Strengthening and Improving the Management of Mobile Party Members", which made specific arrangements for the management of mobile party members in the new era, including promptly incorporating mobile party members into the grassroots party organizations of the places of inflow (units), implementing the management responsibilities of grassroots party organizations and the responsibility requirements of mobile party members, ensuring the daily education and management of mobile party members, strengthening the construction of party organizations of mobile party members, and strengthening organizational leadership.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee has attached great importance to the construction of the party member team and formulated a series of policies and measures to promote the management of floating party members to achieve new progress and new results. However, there are still problems such as difficulty in controlling the whereabouts of a small number of floating party members, difficulty in implementing management, difficulty in organizing activities, and difficulty in playing their roles. Under the new situation, effectively strengthening the education, organization, leadership and management of mobile party members, maintaining and giving full play to the advanced nature, enthusiasm, initiative and creativity of mobile party members are of great significance for promoting the new great project of party building in the new era and creating a vibrant, stable and orderly social order.
On the one hand, strengthening and improving the management of floating party members is directly related to maintaining the advanced nature and purity of Communist Party members. By adopting precise and effective education, guidance, management and other measures for mobile party members, we ensure that mobile party members maintain a high degree of consistency with the Party Central Committee in terms of ideology, politics and actions, stand firm on the party's spirit, take the party's flag as the banner, the party's direction as the direction, and the party's will as the will. At the same time, by strengthening organization and guidance, we will enable them to play their role in their respective positions, ensure that the party's policies and decisions can be effectively implemented, and inject strong impetus into Chinese-style modernization.
On the other hand, strengthening and improving the management of floating party members will help enhance the coverage, cohesion, and appeal of the party organization. The party's organizational life is an important form for party organizations to educate, manage, and supervise party members. By strengthening the organization and leadership of mobile party members, building activity platforms, carrying out organizational life, and strengthening party members' awareness, the cohesion, centripetal force, and combat effectiveness of the party organization can be enhanced, and a strong grassroots battle fortress can be built. At the same time, by providing policy consultation, employment guidance, legal aid and other services to help mobile party members solve pressing problems in work and life, their legitimate rights and interests can be better protected.

In terms of ideological construction, we must persist in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite our hearts and forge our souls, organize mobile party members to participate in centralized study and education within the party, and carry out regular education with the help of modern advanced technological means such as digitalization and informatization to ensure that mobile party members can keep abreast of the latest progress of the party's theoretical innovation.
In terms of organizational construction, it is necessary to establish a list of responsibilities for the grassroots party organizations in the outflow and inflow areas, and clarify their respective management responsibilities; use the national party member management information system to realize the informatization of the registration of mobile party members, organizational relationship transfer, organizational life management, etc., and improve management efficiency and accuracy.
In terms of support and guarantees, the organizational departments of party committees at all levels should establish a system for allocating a certain amount of party dues to be used for the education and training of mobile party members, the development of party organization activities, and condolences to mobile party members who are in difficulty. It is necessary to combine humanistic care with material assistance to provide practical help for mobile party members to start their own businesses, obtain employment, skills training, and protect their rights and interests.
