Professor Xu profoundly explained "why the country should be governed according to law" from four dimensions: the general laws of the development of human society, the lessons of the international communist movement, the party's governance experience and the principles of the rule of law. He emphasized that the "Eleven Persistences" are the core and essence of Xi Jinping's thoughts on the rule of law, which focus on answering "how to comprehensively govern the country according to law."
Professor Xu Xianming believes that Xi Jinping’s thought on the rule of law contains ten dialectical relationships. First, we must properly handle the relationship between politics and the rule of law. Second, we must properly handle the relationship between reform and the rule of law. Third, we must properly handle the relationship between governing the country by law and governing the country by virtue.
