In order to guide college graduates to go to the west, to the grassroots, and to the places where the motherland needs it most, starting in 2003, the Youth League Central Committee, the Ministry of Education, the Ministry of Finance, and the Ministry of Personnel organized and implemented the College Student Volunteer Service Plan for the West. Over the past four years, more than 50,000 college graduates from all over the country have been sent to carry out voluntary services such as supporting medicine, teaching, agriculture, and poverty alleviation. The upcoming 2007 College Student Volunteer Service West Plan Implementation Plan requires that project offices at all levels should actively strive for favorable policies to provide employment services for volunteers who have expired.

It is reported that the 2007 College Student Volunteer Service Plan for the West received 87 million yuan from the national finance and will recruit about 7,000 fresh graduates from ordinary colleges and universities to work at the grassroots township level in the West for a period of 1—2 years of volunteer service. The registration period for this year’s Western Program is from April 25 to May 15.
