China introduces employment internship system to promote employment of college graduates

The reporter learned from the Ministry of Personnel today that starting this year, China will successively launch a series of preferential policies, gradually establish and improve the employment internship system for college graduates, and establish an employment internship base for graduates to help college graduates who have returned to their place of origin and are not yet employed to improve their employability, promote the meeting of supply and demand, and achieve employment as soon as possible.

A few days ago, the Ministry of Personnel, the Ministry of Education, the Ministry of Finance, the Ministry of Labor and Social Security, the State-owned Assets Supervision and Administration Commission of the State Council, and the Commission of Science, Technology and Industry for National Defense jointly issued the "Notice on Establishing an Employment Internship System for College Graduates." The "Notice" requires all relevant departments to make the construction of an employment internship system for college graduates an important task to promote the employment of graduates.

The "Notice" points out that the internship period for graduates is generally six months and the longest is no more than one year. For those who are formally accepted (employed) by the trainee unit during the trainee period, the trainee period in the unit can be calculated as seniority. For enterprises and institutions with a certain scale, good conditions in all aspects, and able to continuously provide more internship positions, they can be identified as employment internship bases for college graduates. The training base listing period is generally determined to be three years. At the end of the three-year period, those who pass the assessment can continue to be listed.

The "Notice" emphasizes that college graduates who have not secured an employment unit after the expiration of their internship period will continue to be provided with employment guidance and recommended employment by government-affiliated talent agency service agencies, public employment agencies and college graduate employment service agencies.

With 4.13 million college students graduating this year in China, the employment situation remains grim. Last year, there were 3.38 million graduates from ordinary colleges and universities in China, compared withIn 2004, there were an increase of 580,000 people. As of September 1 last year, the initial employment rate of China's ordinary college graduates in 2005 was 72.6%.
