Under the guidance of the teacher, Ouyang Yaofu and Li Peng collaborated on the paper "On the Nexus of Financial Development, Economic Growth, and Energy Consumption in China: New Perspective from a GMM Panel VAR Approach》This article uses the GMM panel vector autoregression method to study the endogenous relationship between China's financial development, economic growth and energy consumption. The author uses six separate indicators to measure China's financial development, and uses the principal component analysis method to obtain a comprehensive financial development indicator. On this basis, the heterogeneity between regions is also reflected in this article, specifically dividing China into three regions: eastern, central and western. This article finds that my country's current financial development is not yet able to promote economic development, and may instead inhibit economic development. Energy consumption can improve the level of economic development, but economic development does not necessarily increase energy consumption. At the same time, the article also discusses relevant policy suggestions; and the paper "Reevaluation of China's Local Government Fiscal Expenditure Multiplier" jointly written by Li Ming and Li Degang mainly discusses the re-evaluation of China's local government fiscal expenditure multiplier. The establishment of the transfer payment system in ethnic minority areas has resulted in a significant increase in per capita fiscal expenditures in minority counties. Taking advantage of this policy shock and drawing on the idea of fuzzy discontinuity regression to construct instrumental variables, this paper evaluates China's local government fiscal expenditure multipliers based on a sample of nearly 1,600 county-level governments from 1994 to 2007. The benchmark regression results show that China's fiscal expenditure multiplier is greater than 1, which shows that the expansionary fiscal expenditure preferences of governments at all levels are reasonable and the overall effect of fiscal expenditures is good. Further heterogeneity research shows that there is no significant difference in the fiscal expenditure multipliers between developed and underdeveloped regions, but the multipliers in recession periods are higher than those in boom periods. This conclusion not only shows that my country’s goal of equalizing fiscal capital allocation is reasonable, but also provides support for the implementation of intertemporal budgeting and the establishment of new fiscal rules for financing fiscal expenditures during boom periods.
