Experts from the Institutional Innovation Department, Free w88 Department and relevant think tanks of the Qianhai Administration Bureau participated in the discussion.
Cui Fan pointed out that although APEC is a "non-binding" forum, through mechanisms such as informal leaders' meetings, it has become a strategic platform for China to carry out major power diplomacy and participate in the shaping of regional rules. He systematically analyzed the evolution of the FTAAP initiative: the idea was originally proposed by the United States, but in recent years the United States has turned to protectionism and has a negative attitude. China actively promoted it at the 2014 APEC Beijing Summit and received a positive response from most members. Cui Fan believes that China continues to advocate FTAAP on APEC occasions, indicating its willingness to promote a high-level free w88 process covering the entire Asia-Pacific. However, due to the strategic competition between China and the United States, there are objectively many obstacles to the implementation of FTAAP.
Facing reality, Cui Fan suggested strengthening pragmatic cooperation and creating conditions for the implementation of FTAAP in the process of implementing APEC’s “Putrajaya Vision”. It also put forward four suggestions for Shenzhen to host the APEC meeting in 2026: First, focus on dialogue and cooperation in emerging areas such as service w88, digital economy, and green development; second, plan to establish APEC-related institutions or cooperation networks based in Shenzhen. The third is to take advantage of the opportunity of the home court to promote institutional opening in terms of opening up the service industry and aligning with international economic and w88 rules. The fourth is to mobilize the enthusiasm of other cities in the Greater Bay Area, especially Hong Kong and Macao, to participate in APEC-related activities.
