The title of Gan Tian’s doctoral thesis is "Power Vacant and Policy Implementation: Research on Active Law Enforcement in Urban Grassroots Governments" (Supervisor: Professor Wang Ming). This study focuses on the practical dilemma faced by grassroots governments in my country's vast small and medium-sized cities when they face incomplete law enforcement powers, and places this issue in the field of regulatory policy implementation, and puts forwardThe theoretical conjecture of "power blank", that is, the "power blank" caused by incomplete law enforcement power is not necessarily negative, but has a positive value in improving the law enforcement efficiency of urban grassroots governments. Subsequently, by introducing the power perspective, a complete theoretical explanation framework including key influencing elements, power types, execution modes and achievement mechanisms was constructed. In terms of research methods, the author has been rooted in the field for a long time, followed the principle of triangular verification, collected data through participatory observation, and conducted analysis based on the embedded multiple cases of the Minyue Subdistrict Office.
