The lecture was hosted by Professor Shi Jingxia, Dean of the w88 casino of Law of the University of w88 and Economics, and Vice Dean Gong Hongliu. More than 50 doctoral students, master's students and undergraduates from the w88 casino of Law of the University of International w88 attended the lecture and had a lively discussion with Professor Karen Alter.

World w88 Organization (WTO) is the most important organization in promoting the process of international w88 liberalization. On April 15, 1994, the Uruguay Round Ministerial Conference of the General Agreement on Tariffs and w88, held in Marrakech, Morocco, decided to establish a more global World w88 Organization to replace the General Agreement on Tariffs and w88 (GATT) established in 1947. It officially began operation on January 1, 1995, and is responsible for managing the world economic and w88 order.
The lecture first focused on the past of the World w88 Organization,Professor Alter reviewed the history of the temporary application of the General Agreement on Tariffs and w88 (GATT) by various countries to solve the w88 problems they faced after World War II, when the U.S.-led Bretton Woods system and the International w88 Organization (ITO) failed to be established. She pointed out that the United States’ support for the GATT was conditional and could not withstand the long-term test. At the same time, the GATT was implemented through the administrative actions of the contracting parties without establishing corresponding organizational structures. GATT was committed to reducing tariffs for a long time. Although the existence of the GATT was of great significance at that time, it also became the reason why it could not continue to exist.
Then,Professor Karen Alter analyzed the current problems facing the World w88 Organization. First, she points out that the rise of regional w88 agreements (RTAs) following the Uruguay Round negotiations has undermined the need for the MFN principle. At the same time, the new negotiation process has become increasingly difficult, and members have begun to resolve w88 issues outside the World w88 Organization through regional w88 agreements.
Based on the above questions,Professor Karen Alter proposed three possible futures for the WTO. The first possibility is that the United States eventually gives up and leaves the WTO because the WTO's rules cannot solve the main problems faced by the United States and other member states, and the United States' position on the dispute settlement mechanism and w88 remedies has not been recognized. Secondly, the active unilateralism trend in the United States will not promote any change. The second possibility is that the WTO has entered a "sleeping beauty" mode, with member states actively seeking solutions to problems outside the WTO, and regional w88 agreements gradually replacing the WTO, making the WTO gradually become in fact irrelevant. The third possibility is for China to lead developing countries in a new w88 agreementNegotiate so that w88 rules treat all countries more equally.
After the theme lecture,Professor Alter entered into an active interactive session with the audience. Vice President Gong Hongliu discussed with the speaker the view that China should lead developing countries in formulating new multilateral w88 rules. The students present spoke enthusiastically and asked Professor Alter questions about hot issues under the multilateral trading system, including the impact of the UK leaving the EU, what is a better alternative to the WTO for the United States, and how China can transform the current Belt and Road Initiative into a new multilateral w88 agreement similar to the WTO.
Professor Karen Alter was very interested in the students’ questions and answered each question one by one. In her response, she specifically pointed out that the UK’s decision to leave the EU will only weaken its position in the multilateral trading system and will not have a great impact on the EU. She continued to point out that the TPP may be an alternative to the United States, but domestic support for the TPP is not optimistic in the United States. She firmly believes that the WTO is the wisest and win-win choice for the United States, while the TPP is not the most ideal choice. Finally, Professor Alter believes that she needs to continue to observe and study how China should transition from the "Belt and Road Initiative" to the new multilateral trading system, but should pay close attention to China's promotion of the "Belt and Road Initiative".
