The 2023 Humboldt Forum is based on "green economy, cultural inheritance, and regional and country research" and is hosted by the w88 casino. The above-mentioned sub-forum is one of the two major legal-themed sub-forums organized by the w88 casino of Law of the University of w88 and Economics. Dean Professor Mei Xiaying serves as the Chinese chairman, and Professor Halil Akkanat from the Faculty of Law of Istanbul University in Turkey serves as the foreign chairman.
The foreign guests of this sub-forum are Professor Bilgehan ÇETINER, Associate Professor Cenk Yaşar Sahin, Assistant Professor ElifBeyza Akkana from Istanbul University Law w88 casino in Turkey, and Dr. Bettina Dick from the Administrative Court of Leipzig, Germany.
Vice President Gong Hongliu, Assistant Professor Xu Meiling, Assistant Professor Zeng Tian, and Foreign Affairs Secretary Tian Tian of w88 casino attended the meeting with more than 50 w88 law students. Teacher Xu Meiling served as the Chinese guest speaker.

At the beginning of the conference, Vice Dean Gong Hongliu expressed a warm welcome to the Chinese and foreign guests and students on behalf of the Faculty of Law of the University of w88 and Chinese President Mei Xiaying.

Professor Halil Akkanat will host the discussion of this forum. He first expressed his gratitude to the Law w88 casino of the University of w88 and Economics for its careful preparation, and then introduced the speakers and topics of this sub-forum one by one.

The first speaker was Professor Bilgehan ÇETINER, entitled “European Union Member States’ Approach to Cultural Products w88”. He said there are regulations within the EU that affect the import, export and return of cultural property. One of the EU's main goals is to create a European internal market. The free movement of goods, including cultural goods, is guaranteed in principle within the European internal market. However, in order to protect their own cultural heritage, EU member states may impose relevant import and export restrictions in their domestic legislation. He gave a detailed explanation of the three main EU regulations for the protection of natural products and cultural products.

Afterwards, Associate Professor Cenk Yaşar Sahin introduced the relevant rules for the protection of cultural property in Türkiye from the perspective of administrative law. He emphasized that the multidimensional nature of cultural property means that its protection cannot be limited to a single framework. In the context of "comprehensive conservation understanding" and "universal conservation principles", he discussed the appropriateness of separate protection of cultural and natural assets, and conducted in-depth analysis and criticism of the current administrative structure, functions of central and local governments, and the degree of public participation in decision-making.

Assistant Professor Elif Beyza Akkana discussed the rights and obligations of right holders under Turkish law, analyzing the nature of private law rights, the relationship between cultural property protection and property rights, etc. In the first part of her speech, she explained the equivalent concept of "property rights" in Turkish private law, and in the second part she explored the relationship between this right and the cultural assets protection system and its impact on rights holders.

Dr. Bettina Dick’s presentation was titled: “Current Judicial Decisions: Preservation of Historic Sites and Their Impact on Property Issues.” She shared Germany's legal application experience in the protection of cultural property, starting with examples of real estate monuments, and vividly explained the operation of relevant rules in the German legal system. She briefly explained the concept of property contained in Article 14 of the Basic Law and the corresponding legal framework set up in Germany for the protection of monuments. While introducing the authoritative judgments of the German Federal Constitutional Court and the Federal Administrative Court, she also briefly discussed some of the first-instance judgments involving the above-mentioned cases.

Finally, with the theme of "Cultural Communication and Intellectual Property Protection of Traditional Clothing", Assistant Professor Xu Meiling first shared with international friends the definition of Chinese traditional clothing and its value in the inheritance, dissemination and innovation of culture and art through a short video. Secondly, she introduced the recent legal disputes caused by traditional clothing from both domestic and international perspectives; she analyzed the necessity, feasibility and limitations of intellectual property protection for traditional clothing. Furthermore, Teacher Xu proposed corresponding solutions to potential problems in the spread of traditional clothing in international culture. Finally, Teacher Xu ended his speech with "Everyone appreciates his own beauty, and the beauty of others is the same; beauty and beauty are shared, and the world is unified." He called for mutual understanding and mutual respect in the process of cultural dissemination, reference, integration and exchange, especially for those cultural products with significant group history and cultural emotions.
After the speeches of the Chinese and foreign guests, the experts and scholars present commented and exchanged views on the report content.
