Where is the innovation path for rural financial models? What kind of modernization path should China's rural areas take?2014Year3month27日19:00, Xingzhi Society invited Li Changping, a well-known expert on rural issues, economist, and dean of the Rural Development Institute, to the lecture hall on the third floor of Ningyuan to share his theoretical and practical experience on these issues with students from the University of w88 and Economics.
"Practice helped me figure this out"
While studying for a master's degree in economics, Li Changping once asked his professor: "Why does China's rural problems become more serious as China's economy develops?" According to the professor, China's rural population will decrease as the country's economic strength becomes stronger, and the rural problems will also increase per capitaGDPreached4500The U.S. dollar will disappear naturally, but the reality is that the number of farmers across the country continues to increase. Out of his inner confusion about the disconnect between theory and practice and his simple concern for China's rural issues, Li Changping has been practicing it for more than ten years. He has not only conducted field research and rural experiments at the grassroots level in China's rural areas, but also visited Japan, South Korea, Taiwan, Vietnam and other places to conduct comparative studies and explore the way out for China's rural development. He said: "Knowledge is about complicating simple problems, and practice helps me figure things out."
“We must innovate a financial model suitable for the rural land system”

In Li Changping’s view, the current mainstream view is that “land private ownership”+External finance" can only lead to China's small farmers becoming "political paupers, social refugees, and market pariahs". Only "aggregation+Built-in finance" can truly protect the interests of farmers and promote common prosperity.
“Reorganizing farmers should become a national strategy”
In the lecture, a concept Li Changping mentioned many times is "village community". In his view, the construction of new countryside should focus on farmers, give full play to farmers' autonomy and creativity, and increase farmers' rights so that they can truly become the masters of the market and land. In this regard, Li Changping proposed the concepts of "Trinity" and "Unity of Four Powers". He believed that the important characteristics of a community are the integration of the three functions of "development, construction and governance" and the unification of the four powers of "property rights, financial rights, administrative rights and governance rights". In the process of building Haotang Village, Li Changping and the Rural Construction Institute have always participated as an auxiliary. Everything from a small regulation to a large building is the result of the consensus reached by the villagers. Li Changping believes that the process of villagers' joint deliberative democracy is "a process of unifying thoughts, unified actions, discovering talents, and producing leaders." With participation, there is motivation, and with consensus, there is a foundation. Li Changping called: "Reorganizing farmers should become a national strategy."
At the end of the lecture, Li Changping compared and summarized two different rural development ideas. He believed that land system reform must be based on the collective ownership of village communities, with the focus on developing built-in rural finance to promote the full realization of farmers’ land rights and the continuous consolidation of village communities.
Li Changping answers questions
This more than two-hour lecture not only opened up ideas for the students of the University of w88 and Economics to think about land system reform and financial system innovation, but also conveyed to us a hard-working spirit of integrating knowledge with action and dedicated practice. I believe it will also inspire more people to actively explore the future path of China's rural development.
