The style of the ruling party is related to the life and death of the party. The integrity of party members and leading cadres in politics is an important prerequisite for strictly governing the party and correcting the party's style in the new era. It is an important guarantee for implementing the party's line, principles and policies, promoting reform, opening up and economic construction, and maintaining political and social stability. To ensure that party members and leading cadres are honest in politics, we must be based on education, focus on prevention, and build an ideological and moral defense line. Party members and leading cadres must play an exemplary role among party members and the people, be self-respecting, self-reflective, self-policing, and self-motivated; they must strengthen their communist beliefs and practice communist ethics; they must be honest, work hard, and serve the people wholeheartedly.
In order to further promote the integrity of party members and leading cadres in politics, in accordance with the "Constitution of the Communist Party of China" and in combination with several regulations on the integrity and self-discipline of leading cadres made by the central government in recent years, the "Code of Integrity and Self-Discipline for Leading Cadres of the Communist Party of China (Trial)" was formulated. Chapter 1 Code of Conduct for Integrity in Government
Article 1 Party members and leading cadres must be honest and dedicated to their duties. It is prohibited to use authority and positional influence to seek improper benefits. The following behaviors are not allowed:
(1) Requesting money and materials from management and service objects;
(2) Accepting gifts and banquets that may affect the fair execution of official duties;
(3) Accepting gifts and various securities during official activities;
(4) Accept credit cards and other payment vouchers from subordinate units and other enterprises, institutions or individuals;
(5) Obtain honors, professional titles and other benefits by means of false reports, false reports, etc.;
(6) Using public funds and property to organize weddings and funerals and take the opportunity to make money.
Article 2 Party members and leading cadres must strictly prevent the principle of commodity exchange from intruding into the political life of the Party and the government activities of state agencies. Private profit-making activities are prohibited. The following behaviors are not allowed:
(1) Individual business and enterprise;
(2) Violating regulations by working part-time or part-time in an economic entity for remuneration, and engaging in paid intermediary activities;
(3) Buying and selling stocks in violation of regulations;
(4) Individuals register companies or invest in shares abroad.
Article 3 Party members and leading cadres must abide by the regulations on the management and use of public property. It is prohibited to turn public affairs into private interests or turn public affairs into private interests. The following behaviors are not allowed:
(1) Use public funds to reimburse or use the unit’s credit card to pay personal expenses;
(2) Failure to repay borrowed public funds overdue;
(3) Traveling abroad (border) at public expense or traveling abroad (border) in disguise;
(4) Using public funds to participate in high-consumption entertainment activities and obtain various forms of club membership;
(5) Deposit public funds in the name of an individual.
Article 4 Party members and leading cadres must abide by organizational and personnel disciplines and strictly follow the system for the selection and appointment of cadres. It is prohibited to seek personal gain through the selection and appointment of cadres. The following behaviors are not allowed:
(1) Using unfair means to obtain a position for oneself;
(2) Leaked discussions on the appointment and removal of cadres;
(3) Promoting cadres unexpectedly during job transfers or organizational changes, or intervening in the selection and appointment of cadres in the original region or unit after transfer;
(4) Concealing or distorting the truth during cadre inspection work;
(5) In the selection and appointment of cadres, sealing officials and making wishes, retaliating, and committing malpractice for personal gain.
Article 5 Party members and leading cadres must abide by the law on matters involving interests in their spouses, children, other relatives, friends, and staff around them. It is prohibited to use the authority and influence of position to seek benefits for relatives, friends and staff around you. The following behaviors are not allowed:
(1) Requesting or instigating the promotion of spouses, children, other relatives, friends and staff;
(2) Use public funds to pay for the study and training expenses of your spouse, children, and other relatives and friends;
(3) Requesting funding from foreign (overseas) individuals or organizations for your spouse, children, and other relatives and friends to travel abroad (overseas), visit relatives, or study abroad;
(4) Obstructing the investigation and handling of cases involving spouses, children, other relatives, friends and staff;
(5) Provide convenience and preferential conditions for spouses, children, and other relatives and friends to do business and run enterprises.
The spouses, children and spouses of leading cadres at or above the provincial (ministerial) level are not allowed to engage in personal business, run businesses or hold positions in wholly foreign-owned enterprises in the areas and business scopes under the jurisdiction of the leading cadre.
Article 6 Party members and leading cadres must work hard and be diligent and thrifty. It is prohibited to show off, show extravagance, squander public funds, and be extravagant and wasteful. The following behaviors are not allowed:
(1) Accepting reception that exceeds the prescribed standards during domestic official activities;
(2) Using public funds to renovate or purchase housing in violation of regulations;
(3) Using public funds to rent or occupy guest rooms for personal use without authorization;
(4) Equipping and using cars in violation of regulations;
(5) Using public funds to equip and use communication tools without authorization. Chapter 2 Implementation and Supervision
Article 7 Party committees (party groups) at all levels are responsible for the implementation of these guidelines. Party members and leading cadres must set an example and abide by this Code, and at the same time do a good job in the implementation of the Code in charge of regions, departments and units.
The Party’s disciplinary inspection agency assists the Party committee (Party group) at the same level in the implementation of this Code and is responsible for supervising and inspecting the implementation.
Article 8 To implement these guidelines, the supervisory role of democratic parties, people’s organizations, the masses, and the press and public opinion must be brought into play.
Article 9 When party members and leading cadres participate in democratic life meetings, they must check against these guidelines and seriously carry out criticism and self-criticism.
Article 10 The implementation and execution of this code by party members and leading cadres should be included in the important content of the cadre assessment, and the assessment results shall be used as an important basis for their appointment, removal, rewards and punishments.
Article 11 If party members and leading cadres violate these guidelines, they shall be criticized and educated, organized or disciplined in accordance with relevant regulations. Chapter 3 Supplementary Provisions
Article 12 These Guidelines apply to party members and leading cadres at or above the county (division) level in the Party’s organs, people’s congress organs, administrative organs, CPPCC organs, judicial organs, and procuratorial organs; leading cadres equivalent to party members at the county (division) level or above in people’s organizations and public institutions; large and extra-large state-owned enterprises Party member leading cadres at or above the middle level of enterprises, party member leading cadres of state-owned medium-sized enterprises, party member leading cadres appointed by state-owned equity representatives or appointed (including recruitment) by state-owned investment entities (including recruitment) in large and medium-sized enterprises under the corporate system, elected party member leading cadres approved by the competent authorities, and leading cadres of enterprise party organizations.
Section-level party members and leading cadres of the agencies directly under the county (city) government, township (town) party member leading cadres, and party members in charge of grassroots stations shall refer to and implement these guidelines.
Article 13 The Central Commission for Discipline Inspection of the Communist Party of China is responsible for the interpretation of these Codes.
Article 14 This Code shall come into effect from the date of promulgation. |
