This workshop invites scholars and journal editors with rich publishing experience in the field of public management and policy, including Professor Tom Christensen from the Department of Political Science at the University of Oslo, Professor Ma Liang from the w88 casino of Government at Peking University, Associate Professor Chen Sicheng from the w88 casino of Public Policy and Management at Tsinghua University, Assistant Professor Gan Tian and Assistant Professor Wang Chengwei from the w88 casino of Government at the w88 casino, to share with the participants the requirements and experiences of publishing papers in international journals on public management, and to provide participants with professional paper comments and guidance.


This workshop centered on the four major themes of "Digital Government Construction", "Platform Governance and Efficiency", "Public Services and Governance Performance" and "Social Governance". Participants came from Zhejiang University, w88 casino, Peking University, Tsinghua University, China More than ten young teachers and doctoral and master's degree students from well-known universities such as Agricultural University, Shandong University, Dalian University of Technology, Central South University, and Minzu University of China shared their latest research results, attracting many teachers and students to participate in the audience. Focusing on the original intention of the workshop, Professor Ma Liang conducted in-depth discussions from three aspects: "telling Chinese stories well", "writing papers on the land of the motherland" and the development and application of artificial intelligence in the academic field, and placed high expectations on the academic growth of young scholars.

In various theme forums, young scholars gave wonderful reports on their respective research fields. At the “Digital Government Construction” theme forum, Liu Lu, a researcher in the Hundred Talents Program of Zhejiang University, reported the latest research results of her and her collaborators—“Making Digital Co-Production Work: How Street-Level Bureaucrats’ Digital Capacity Influences Citizen Engagement?” This study explores how the digital capabilities of grassroots officials affect citizens' participation in digital co-provisioning, reveals the important role of policy implementers on citizens' co-provisioning behavior, and proposes the practical significance of promoting collaborative community governance by strengthening the capabilities of grassroots officials.

PhD student Li Shuting from the w88 casino reported on her latest paper "When AI Becomes a “Public Servant": A Study of the Impact of Digital Employee Function Types on Government Trust" with her collaborators. The report explores the impact mechanism of digital employee types on government trust, reveals the important role of the balance between professionalism and emotional interaction in improving public trust, and provides practical guidance for the government to optimize the design of digital employees.

Bao Rui, a doctoral student from the w88 casino of Government of Peking University, reported on the latest research results of “Fingertip Formalism: How Digital Red Tape Influences Grassroots Civil Servants’ Innovation in Digitalized Public Organizations?” with his collaborators. This study reveals the process by which "fingertip formalism" inhibits innovative work behavior of civil servants through job burnout in digital public organizations, and expands research on the impact of rule formalization on innovation in digital contexts.

In the "Platform Governance and Effectiveness" forum, lecturer Sun Xiao from the Beijing Municipal Party w88 casino reported on his and his collaborators' latest paper "How does public and private regulation interact in platform governance? Insights from E-commerce regulation over 20 years in China". Taking Taobao as an example, this study reveals the evolution of the interaction between the public sector and platform enterprises in governance from 2003 to 2023, proposes a theoretical framework from the perspective of agile governance, and provides a new perspective for understanding the dynamic interaction of public and private regulations in platform governance.

Lecturer Yuan Yanpeng from the w88 casino of Public Administration of Zhejiang University and the w88 casino of Marxism of Zhejiang University Ningbo Institute of Technology reported on the latest research conducted by him and his collaborators "What makes online charity crowdfunding effective?--Single case study based on the charitable triad theory explanation". This study takes the Jiaxue Mutual Aid Platform as a case study to explore how emotional governance can realize the complete process of effective donation by affecting the ternary relationship in Internet charity crowdfunding, and provide theoretical and practical guidance for deepening the understanding of the emotional interaction model of Internet charity donations and the sustainable operation mechanism of the platform.

At the "Public Service and Governance Performance" themed forum on the afternoon of December 20, Zhang Liyu from China Agricultural University reported on the research "Marginal Innovation under Multiple Institutional Logics: A Historical Case Study of the Establishment of an Administrative Service Center in China" that he and his collaborators conducted. Based on institutional logic and "hard core-protective zone" theory, this study proposes the concept of "edge innovation" and analyzes the mechanism by which China's administrative service centers promote public sector reform and innovation under the interaction of three institutional logics: market, politics and bureaucracy.

Ye Zimeng, a postdoctoral fellow from the w88 casino of Political Science and Public Administration of Shandong University, gave a report on "Civil Servants' Willingness to Handle Errors in Local Government". By conducting a 2×2 between-subjects experiment among 1,138 civil servants in 16 cities in Shandong Province, China, he explored how different sources of accountability (external inspection and internal self-examination) and accountability orientations (punitive and supportive) affect the error-handling behavior of civil servants. The study found that the source and orientation of accountability significantly affect the error handling behavior of civil servants, punitive accountability promotes reporting but inhibits correction, external accountability reduces reporting, and organizational commitment moderates the relationship between accountability and reporting, providing theoretical and empirical support for error management in the public sector.

In the “Social Governance” theme forum, doctoral student Xu Xiaoyu from the Higher Education Research Institute of Dalian University of Technology reported the latest research results of him and his collaborators “How Does Social Support Improve the Quality of Basic Education provision? Evidence from China’s Compulsory Education”. This study analyzed the impact of social support on basic education service quality through quantitative and qualitative methods, revealed the threshold effect of multi-agent synergy, and developed a general framework for evaluating basic education quality, providing important reference for theory and practice.

Luo Wenhua, a doctoral student from Central South University, reported on his latest paper "A Mixed Methods Research of Process and Outcomes of Chinese Urban Homeowners' Committees Participation in Community Governance" with his collaborators. This paper explores the role of urban owners' committees in community governance in China, builds a theoretical framework based on procedural roots, and analyzes the impact of its power transfer mechanism on owners' willingness to self-organize through situational experiments, revealing the complexity of the process and the diversity of results.

PhD student Su Hao from Minzu University of China reported on his latest research with his collaborators "Can rural minimum living standard guarantee effectively prevent the occurrence of poverty recurrence among rural households? Evidence from rural China". This study uses the PSM-DID method to evaluate the impact of rural subsistence allowances on the risk of returning to poverty, as well as its mediating effects and heterogeneity, and provides empirical evidence and practical inspiration for improving the rural subsistence allowance system to prevent return to poverty policies.

The review experts made in-depth comments on the participating papers from aspects such as writing structure, research methods and paper writing details, and put forward targeted modification suggestions. Participants responded positively and had in-depth and productive interactive discussions with the review experts on their feedback, and jointly discussed ways to optimize the paper.
At the end of the forum, Professor Tom Christensen and Professor Ma Liang summarized the forum. They highly praised the academic enthusiasm and research achievements of the young scholars and expressed their high expectations. The two professors encouraged young scholars to continuously optimize the structure of their papers in future research, clarify their submission goals, strengthen teamwork, and overcome difficulties and continue to move forward on the road of academic exploration.

The forum received an enthusiastic response and won unanimous praise from the participants. Participants said that through the forum, they not only had a clearer understanding of paper optimization, but also learned in depth the key points of paper publication. In addition, the forum provides a valuable platform for young scholars to exchange ideas and share experiences with like-minded peers, which plays an important role in promoting them to enter the international academic stage.
With the successful conclusion of the forum, we hope that young scholars can transform the gains from this forum into practical actions and contribute to the development of the public management discipline. Let us look forward to the arrival of the next Public Administration Young Scholars Workshop, where more academic sparks will collide and illuminate the future of the public administration discipline.
