Just after the Spring Festival of 2025, in the western suburbs of Beijing, the drafting of planning proposals was officially launched.

“I hope that everyone will not forget their original aspirations, keep their mission in mind, emancipate their minds, seek truth from facts, strengthen study, think carefully, conduct in-depth research, brainstorm, concentrate their energy, go all out, and complete the glorious tasks assigned by the Party Central Committee with high quality.” At the first plenary meeting of the document drafting group, General Secretary Xi Jinping’s clear request made the members of the document drafting group deeply feel the great responsibility.

Regarding the issues that need to be focused on when formulating planning recommendations, the General Secretary proposed that we should "strengthen confidence in winning and maintain strategic focus", "scientifically put forward the overall ideas and specific goals" and "focus on the systematicness, integrity and synergy of policy measures".
