Professor Huang Yong was invited to give a keynote speech in the first unit of the seminar, "Balancing Competition and Fairness from an Institutional Perspective." He summarized the history and experience of China's antitrust law enforcement over the past ten years, and focused on the recent reform of China's antitrust administrative law enforcement agencies. Professor Huang Yong believes that, as a relatively new competition law system compared with the United States and the European Union, China's antitrust law enforcement and judiciary have made obvious achievements after ten years of implementation of antitrust laws. Compared with other jurisdictions, although China's three antitrust agencies are under-equipped in terms of personnel and other aspects, they take into account both efficiency and fairness on the basis of ensuring professional and meticulous enforcement. In the context of national institutional reform, Professor Huang Yong believes that the merger of the three anti-monopoly law enforcement agencies under the unified leadership of the State Administration for Market Regulation will help solve the problem of multiple enforcement agencies in the anti-monopoly department and will also improve the unity and coordination of anti-monopoly law enforcement.
