Professor Huang Yong was invited to give a keynote speech in the first unit of the seminar, "Balancing Competition and Fairness from an Institutional Perspective." He summarized the history and experience of China's antitrust law enforcement over the past ten years, and focused on the recent reform of China's antitrust administrative law enforcement agencies. Professor Huang Yong believes that, as a relatively new competition law system compared with the United States and the European Union, China's antitrust law enforcement and judiciary have made obvious achievements after ten years of implementation of antitrust laws. Compared with other jurisdictions, although China's three antitrust agencies are under-equipped in terms of personnel and other aspects, they take into account both efficiency and fairness on the basis of ensuring professional and meticulous enforcement. In the context of national institutional reform, Professor Huang Yong believes that the merger of the three anti-monopoly law enforcement agencies under the unified leadership of the State Administration for Market Regulation will help solve the problem of multiple enforcement agencies in the anti-monopoly department and will also improve the unity and coordination of anti-monopoly law enforcement. This international conference also focuses on Professor Huang Yong,Christopher YooProfessor andThomas FetzerThe first draft of the report of the scientific research project "Comparison of Competition Law Enforcement Practices and Procedures in China, the United States and Europe" jointly participated by the professor was discussed. The project lasted for more than a year and conducted a comparative study on antitrust enforcement, judicial experience and procedures in three jurisdictions, and has produced a first draft of more than 200,000 words. The first and second sessions of this international seminar also discussed and analyzed the balance between efficiency and fairness in competition law enforcement from the perspectives of institutions and procedures respectively.
