Second, institutional openness is the core, marking a fundamental change in the openness model.This means that internationally accepted rules and domestic reform results will be systematically solidified through domestic laws, regulations, and policy systems to form a stable and credible open institutional environment. This move will shift the momentum of opening-up from relying on short-term policy preferences to relying on long-term, legalized institutional guarantees. my country’s opening-up has shifted from focusing on “flow of factors” to a new level of in-depth interconnection of “systems and rules.” Institutional-based opening has entered a new stage. This is a stage of “dual-track progress” between openness and security. On the one hand, high-standard opening-up provides a key starting point for my country to shape its institutional advantages and enhance its international competitiveness. By deepening the connection in the fields of rules, regulations, management, and standards, it can effectively enhance the transparency, predictability, and attractiveness of the economic system, and promote my country's deeper integration into the global industrial chain, innovation chain, and value chain. On the other hand, the areas where institutional openness makes breakthroughs are mostly closely related to national strategic security, technological security, data security, and financial security. The deeper the degree of openness, the higher the requirements for a modern security system. Only by building a multi-dimensional security base that covers supply chain security, cross-border data governance, financial stability supervision, and independent control of key technologies can we ensure that institutional connectivity is promoted within controllable boundaries, making openness both "liberal" and "acceptable." Openness shapes the external pattern of security, and security supports the sustainable development of openness. Only by achieving a dynamic balance and positive interaction between openness and security can we ensure the steady and long-term progress of institutional openness and win long-term strategic initiative for our country in the profound reshaping of the global economic and w88 landscape.
