The global governance initiative is another major public good that our country has contributed to the world after the "three major initiatives". President Xi Jinping pointed out: "I proposed the global governance initiative to encourage countries to work together to build a more just and reasonable global governance system." At present, the rise of groups in the global South has become an indispensable and important force in the reform of the global governance system. Global governance initiatives provide new development opportunities and cooperation momentum for countries in the Global South, and are of great significance in promoting the development of the international political and economic order in a more democratic, just and reasonable direction.

Global governance mainly refers to regulating the behavior of various countries and maintaining normal international political and economic order through the formulation of a series of binding international rules. Reforming and improving the global governance system is an objective requirement for the development and progress of human society. As economic globalization develops in depth, the Global South plays an increasingly important role in international affairs. Currently, the economic aggregate of the Global South accounts for more than 40% of the world's economic aggregate, and has contributed 80% to world economic growth in the past 20 years. Its market potential, resource endowments, etc. are becoming an important force in promoting global development. However, the current global governance system is still mainly dominated by Western countries and fails to fully reflect this change. The problems of incompatibility and mismatch have become increasingly prominent. At the same time, in the face of the rise of unilateralism, isolationism and protectionism, the flaws and shortcomings of the current global governance system are increasingly exposed, resulting in the long-term failure to effectively respond to global challenges such as climate change and public health crises. In contrast, countries in the Global South defend multilateralism with actions, actively promote the development of the global governance system in a more just and reasonable direction through important platforms such as the BRICS cooperation mechanism and the "G77 and China", and have become an important force in promoting changes in global governance.

The proposal of the Global Governance Initiative complies with the trend of a multi-polar world and the democratization of international relations, and complies with the common call of people of all countries for peace, development, and cooperation. It has received support from more than 150 countries and international organizations. The "Group of Friends of Global Governance" came into being at the United Nations, with more than 40 countries becoming founding members, which fully demonstrates this initiative's strong response to the strong call of the international community to reform and improve the global governance system.

The Global Governance Initiative emphasizes the five core concepts of pursuing sovereign equality, abiding by international rule of law, practicing multilateralism, advocating people-centeredness, and focusing on action orientation. These concepts are not only a profound reflection on the multiple challenges faced by the current international order and the deficit of global governance, but also a positive response to the long-term demands of countries in the global South, providing a systematic plan for reforming and improving global governance. Sovereign equality is the primary premise, emphasizing that all countries have the right to participate in international affairs equally; international rule of law is the fundamental guarantee, insisting that all countries jointly safeguard international law and basic norms of international relations, and ensuring the equal and unified application of international norms; multilateralism is the basic path, and we adhere to the global governance concept of extensive consultation, joint contribution, and shared benefits , resist unilateralism and hegemonic behavior; put people first to reflect the value orientation, emphasizing that governance results should benefit people of all countries more and more equitably, and achieve common development; action orientation as an important principle emphasizes that global governance should avoid empty talk, focus on practical results, and promote the improvement of the global governance system through pragmatic cooperation.

The Global Governance Initiative is conducive to better utilizing the important role of countries in the Global South as a force in building global governance, and has a profound impact on promoting the reform of the global governance system. First, it can provide pragmatic development support to countries in the Global South. The Global South rises for development and thrives because of development. It is actively committed to solving development problems and seeking an inclusive development environment. The Global Governance Initiative improves the global governance system through reform, and lays a solid foundation for promoting countries in the Global South to share development opportunities and create a better future in terms of systems and mechanisms. Second, it can promote greater unity and collaboration among countries in the Global South. Countries in the Global South help each other and strengthen themselves through unity in dealing with global challenges. They strengthen communication and collaboration around issues of common concern, such as regional peace and stability and global environmental governance, and jointly seek solutions. Global governance initiatives provide an important platform for this and can promote the in-depth development of South-South cooperation and regional integration. Third, it can enhance the status and voice of countries in the global South in the global governance system. Countries in the Global South adhere to peace, promote the strengthening of international security cooperation and global security governance, and work together to deal with various security challenges. The Global Governance Initiative promotes equal participation, equal decision-making and equal benefit among all countries in the global governance process, bridges the "representation deficit", promotes a more balanced and effective global governance structure, and injects more stability into international affairs. Fourth, it can effectively promote countries in the Global South to strengthen mutual learning among civilizations. Diversified civilizations are the true nature of the world, and they are also the advantages of countries in the Global South. The Global Governance Initiative supports the Global South in actively increasing communication and dialogue, supporting each other in pursuing modernization paths that suit their national conditions, and is committed to promoting mutual learning and common progress among different civilizations, providing guidance for jointly building a community with a shared future for mankind.

China is both the proposer and active practitioner of global governance initiatives. As an important member of the global South, China is born in the South, cares about the South, and has roots in the South. It takes the implementation of global governance initiatives as its guide and promotes the construction of a more just and reasonable global governance system, demonstrating the capabilities and responsibilities of a responsible major country. For example, in terms of global economic governance, we promote high-quality joint construction of the "Belt and Road" and promote the establishment of the Asian Infrastructure Investment Bank, the Silk Road Fund, the BRICS New Development Bank, etc.; in terms of addressing climate change and promoting global biodiversity governance, we actively promote the implementation of the Paris Agreement on climate change and promote the landmark "Kunming-Montreal Global Biodiversity Framework"; in terms of global security governance, we support the United Nations to play a greater role in global security affairs and actively promote the political settlement of hot issues; and so on. These measures and programs respond to the most realistic and urgent concerns of countries in the Global South, bring new development opportunities and cooperation momentum to countries in the Global South, promote better cooperation among countries in the Global South, achieve new results in the reform and construction of the global governance system, and continue to promote the noble cause of human peace and development.
