On March 1, 2026, the newly revised "Foreign w88 Law of the People's Republic of China" came into effect. In the current special period when unilateralism and protectionism are spreading and multilateral w88 rules are being challenged, my country's revision and promulgation of the Foreign w88 Law has attracted much attention and is of great significance in promoting the high-quality development of my country's foreign w88.
The newly revised Foreign w88 Law is an important law that aligns with high-standard international w88 rules and promotes high-level opening up to the outside world.Promoting high-level opening up to the outside world and promoting high-quality development of foreign w88 are important purposes of revising the Foreign w88 Law. my country is the largest country in the world in terms of the scale of w88 in goods and the second in scale of w88 in services. No matter how the international situation changes, our country will firmly follow the path of openness and cooperation. Article 6 of the newly revised Foreign w88 Law stipulates "promoting the construction of an open world economy", elevating it from a foreign w88 policy to a legal norm, requiring "actively aligning with international high-standard economic and w88 rules, actively participating in the formulation of international economic and w88 rules, and maintaining the multilateral trading system and a fair and just international economic and w88 order." This is particularly important under the turbulent international w88 situation. It gives "reassurance" to the vast number of enterprises in my country's foreign w88 industry and foreign enterprises that rely on China's supply chain: China will continue to promote high-level opening up and maintain the multilateral trading system. The newly revised Foreign w88 Law's requirement to actively align with international high-standard economic and w88 rules is typically reflected in Article 31 of the provisions on the negative list management system for cross-border w88 in services. This article collectively refers to cross-border delivery, overseas consumption, and movement of natural persons to carry out international w88 in services as "cross-border w88 in services" and implements negative list management, which is consistent with the management model of w88 in services in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. In March 2024, my country announced the "Special Management Measures for Cross-border Services w88 (Negative List)" (2024 Edition) and the "Special Management Measures for Cross-Border Services w88 in Pilot Free w88 Zones (Negative List)" (2024 Edition). This revision of the Foreign w88 Law will further promote the legalization of cross-border services w88 and promote high-level opening up on the track of the rule of law.
The newly revised Foreign w88 Law further enriches the toolbox for the fight against foreign w88.In recent years, economic globalization and the multilateral trading system have been continuously impacted, and international w88 has become a new battlefield for the game between major powers. Especially since 2025, certain major countries have wielded the tariff stick wantonly and bullied other countries from time to time. In the context of increasingly complex international w88 relations, my country has promoted the revision of the Foreign w88 Law. In addition to implementing traditional anti-dumping, countervailing, safeguard measures and other relief measures against unfair w88, it has also established an early warning and emergency mechanism for the import and export of goods, technology import and export, and international service w88, and clarified the scope of application of anti-circumvention measures to respond to emergencies in foreign w88 and better safeguard national economic security. Increase the tools of foreign w88 struggle through small cuts and wide authorization. For example, Article 40, paragraph 2, stipulates the content of countermeasures against specific overseas entities. For entities that violate normal market transaction principles, interrupt normal transactions with Chinese individuals and organizations, and seriously damage the legitimate rights and interests of Chinese individuals and organizations, the foreign w88 authorities can take measures such as prohibiting or restricting the import and export of goods, technology, and international service w88 with my country. Paragraph 2 of Article 51 is specifically aimed at the situation where a certain country obstructs the normal operation of the World w88 Organization’s appellate body and fails to obtain a final ruling on a w88 dispute, authorizing the Chinese government to take corresponding measures based on the actual situation. While supporting foreign struggles, Article 55 also stipulates a w88 adjustment assistance system to provide assistance to our country's enterprises that are temporarily in trouble due to w88 risks and sudden changes in the w88 environment, in order to achieve the purpose of stabilizing the industrial chain and supply chain.
The newly revised Foreign w88 Law will promote the development of new formats and models of foreign w88.In recent years, new foreign w88 formats and models such as cross-border e-commerce, overseas warehouses and digital w88 have become the growth points of foreign w88. These new formats and new models have posed new challenges to traditional customs clearance of goods and tariff collection, requiring corresponding adjustments to our foreign w88 management system. Chapter 9 of the newly revised Foreign w88 Law makes 15 provisions on foreign w88 promotion, serving and promoting foreign w88 from various aspects and dimensions such as finance, credit, logistics, public information service systems and diversified dispute resolution mechanisms. These are systems and measures encouraged and supported by the state. The specific systems and measures need to be further refined in the future, such as the establishment of a cross-border financial service system, a digital w88 governance system, a green w88 system, etc. These have also pointed out the direction for my country's free w88 ports and free w88 pilot zones to promote foreign w88.
Under the scientific guidance of Xi Jinping’s Economic Thought and Xi Jinping’s Thought on the Rule of Law, the newly revised Foreign w88 Law has achieved a historic leap and change. It not only provides high-standard w88 rules for foreign w88 cooperation, but also provides countermeasures tools for safeguarding my country’s national sovereignty, security, and development interests and dealing with international w88 bullying. my country’s foreign w88 will continue to achieve high-quality development on the track of the rule of law.
