The world today is undergoing major changes unseen in a century, and our country is in a critical period to realize the great rejuvenation of the Chinese nation. What we are living in is a time when boats are wandering more quickly in mid-stream and people are traveling more steeply in mid-mountain. It is a time when advancement is becoming increasingly difficult and dangerous, but if we do not advance, we will have to retreat and must advance. One of the important manifestations of this is that we encounter more risks and challenges on the way forward. The Decision of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China pointed out that “to overcome various risks and challenges on the way forward, we must make greater efforts to uphold and improve the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capabilities.” Giving full play to the role of the system is of great significance for effectively resisting external risks.

It should be noted that the external environment for my country's development has undergone profound and complex changes, and the number of challenging factors has increased significantly. To deal with these external risks, neither piecemeal nor fragmented repair will work. We must proceed from the overall situation, give full play to the advantages of the socialist system with Chinese characteristics, and effectively use institutional means. The system is fundamental, overall, stable and long-term. Compared with adjusting strategies, changing methods and other means, system construction helps to clarify the goals and tasks, collaborative relationships and responsibilities of all aspects of responding to and resolving external risks, and coordinates and promotes the standardization and procedure of all work.

Comrade Xi Jinping pointed out that to measure whether a social system is scientific and advanced, it mainly depends on whether it conforms to national conditions, whether it is effective and whether it is supported by the people. Our country’s national system and national governance system have many significant advantages, which allow us to never be afraid of any challenges, always turn challenges into opportunities, and continuously win.
