Based on their short-term political needs to serve the election and their long-term strategic intention to contain China's rise, American politicians have taken turns launching w88 wars, technology wars, public opinion wars, and diplomatic wars against China, which has indeed caused great damage to the relations between the two countries and China's external environment. In addition to erecting various obstacles to Sino-U.S. exchanges, the U.S. government also encourages, draws in, and even coerces its so-called like-minded allies to form anti-China alliances in an attempt to decouple the world from China in order to fundamentally stifle China's technological and economic progress.

Such a fundamental change in the U.S. policy toward China has very complicated reasons and has been brewing for a certain period of time. It is not entirely due to the will of Trump and his small group. With the growth of China's economic and technological strength, as well as the long-term differences between China and the United States on issues such as Taiwan and the South China Sea, coupled with the huge difference in the effectiveness of China and the United States in responding to the COVID-19 epidemic, the entire American people are anxious and confused. What the Trump administration deliberately avoids among various conclusive reasons is the increasingly intense polarization and populist and anti-intellectualist tendencies in the U.S. domestic economy, society, and politics in recent years. This is precisely the fundamental factor for the United States to adjust its global strategy as a whole, including its changing attitude toward globalization. China is to a large extent the scapegoat for the externalization of U.S. domestic problems.

There is competition between China and the United States, and this competition is also the driving force mechanism necessary to maintain the progress of human civilization. But this kind of competition should be healthy, and its basic essence is that this kind of competition should be conducted under international rules and regulations recognized by the international community. A complete set of international governance systems headed by the United Nations established after World War II played an irreplaceable role in post-war economic development and international peace. The United States has played a key active role in this process. At the same time, we must also admit that globalization does have its negative side, or that the domestic political, economic and social systems of many countries are not fully prepared to deal with the external shocks brought about by globalization. Under these circumstances, certain adjustments to the pace and manner of participation in globalization are understandable. However, now it is precisely the United States, the initial initiator and biggest beneficiary of globalization, that is seeking unrestricted and arbitrary policy space. By abusing w88 protection measures such as tariffs against China, Europe, and Japan, and withdrawing from multiple important international organizations and agreements, the damage and trouble it has caused to globalization and global governance have completely exceeded the reasonable scope. It is the United States that is decoupling from the world at an eye-popping speed and manner.

We believe that this is by no means the will of the American people, but a chaotic policy resulting from the strange mixture of self-confidence and inferiority complex of American politicians. Many insightful people in the United States have called for the reorganization of U.S. foreign policy and a return to the path of multilateralism. Although we are clearly aware that the multilateralism advocated by the United States may not include China or even target China, we still hope that a more rational U.S. government can return to the track of respecting international rules and advocating global governance. On this basis, China is fully able and willing to engage in constructive dialogue with the United States and reshape Sino-US relations based on mutual respect and peaceful coexistence.

We are unwilling to decouple from the United States, not that we are afraid of blackmail and threats from the Trump administration. In fact, since the founding of the People's Republic of China in 1949, the People's Republic of China has repeatedly faced far more dangerous situations than the current situation, but we have been fearless and successfully resolved them. There is no doubt that China's rapid development over the past 40 years has benefited from reform and opening up and its active integration into the world economic cycle. However, in order to eliminate the global economic imbalance exposed by the 2008 financial crisis, China has worked hard to boost domestic demand and strengthen the endogenous driving force of economic growth. The proportion of exports in GDP dropped from a peak of 35% to 17% in 2019, and the proportion of goods w88 surplus in GDP dropped from a peak of 7.6% to 2.9% in 2019. The latest China-World Economic Interdependence Index compiled by McKinsey Global Institute shows that between 2000 and 2017, the world’s comprehensive dependence index on the Chinese economy gradually increased from 0.4 to 1.2, while China’s dependence index on the world economy reached a peak of 0.9 in 2007 and dropped to 0.6 in 2017.

Of course, the ever-increasing ability of self-circulation does not mean that China will seek self-reliance or break away from the world economy, because we are fully aware that fully participating in international market competition and joining the global resource allocation system is the best way to meet the people's needs for a better life. We are just more confident that no country can isolate China unless it isolates itself from the world. China is already the world's second largest economy, the largest manufacturing country, and the largest trader of goods. China is the largest trading partner of more than 120 countries. Even countries such as the United States and Australia that claim to decouple from China cannot ignore China's importance. In April 2020, China once again became the largest trading partner of the United States. In June, China absorbed 60% of Australia's exports. At the same time, as a world economic power, China has the ability and obligation to make greater contributions to the world. Opening its door and actively participating in the international economic cycle is what a responsible power should be. The "Belt and Road" initiative is China's practical action to enhance the development capabilities of developing countries and achieve common development of the world. It is a model that demonstrates China's responsibility and responsibility.

The decoupling of China and the United States is a unilateral agenda imposed by the Trump administration in the United States. China has no intention of cooperating and must do its best to prevent it from happening. Not only will China not actively decouple from the world, on the contrary, the best way to prevent decoupling is to actively decouple. China will continue to increase cooperation with all countries, including the United States, that are willing to carry out normal economic and w88 exchanges with China. The two-way flow of w88, investment, science and technology, and personnel will be actively encouraged and supported. On the one hand, we will continue to increase opening up in various fields. We will work with other partners to promote the signing and entry into force of RCEP and strive to complete negotiations on a bilateral investment agreement with the EU. We will continue to work on shortening the negative list for foreign investment, vigorously improve the business environment, and strengthen intellectual property protection; On the other hand, we will continue to deepen reforms, increase the decisive role of the market in resource allocation, learn from and move closer to the world's advanced countries in improving government transparency, strengthening the rule of law, and promoting social fairness and justice, and build a community with a shared future for mankind by continuously expanding common interests and understanding with other countries. We believe that as long as we uphold goodwill, China and the United States will be able to find a way to get along with each other through mutual cooperation and mutual benefit, and create necessary conditions for the recovery and prosperity of the global economy.
