The Central Economic Work Conference held recently made it clear that we will expand high-level opening up to the outside world, with particular emphasis on orderly expansion of independent opening up and unilateral opening up, and steady expansion of institutional opening up.
Yu Haichun analyzed that China is comprehensively advancing to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economic Partnership Agreement (DEPA). On the one hand, it must absorb the advanced rules therein. On the other hand, with the size and status of my country's world's second largest economy, no matter which system it joins, it should actively participate in the formulation of international rules.

Yu Haichun:Concerning high-level opening up to the outside world, the Central Economic Work Conference released two important signals: "expansion" and "stability".
"Expansion" means that at a time when anti-globalization trends are intensifying, our country must expand high-level opening up to the outside world. As the world's second largest economy, China has a very large market and a complete industrial system. It has a very obvious magnetic attraction effect on countries around the world. It has become a major trading partner of more than 150 countries and regions, and has long maintained its status as the world's second largest inflow of foreign investment. Our country has the ability to provide new development opportunities for countries around the world. This time it has also released its willingness to actively expand opening up and will win the initiative in economic development in a severe international environment.
Another key word is "stability". Our country is building a new development pattern of "dual circulation". Nowadays, the external circulation is facing greater challenges. The first key task proposed by the Central Economic Work Conference is to "expand domestic demand in all aspects" and focus on boosting domestic consumption. This does not mean that external circulation has been ignored, but that under the trend of anti-globalization, we must steadily expand institutional openness and gradually integrate with high-level international economic and w88 rules such as CPTPP and DEPA, rather than blindly advancing. In the fields of telecommunications, medical care, education and other fields, pilot projects can be opened in free w88 zones and free w88 ports first. After the pilots mature, they can be replicated and promoted among free w88 zones and gradually extended to the whole country.

Yu Haichun:Independent opening up and unilateral opening up means that no matter whether the other party is open or closed, China will unilaterally and proactively expand its opening to the other party. As a very large economy, my country not only has many opportunities, but also provides a series of favorable policies for unilateral opening-up, such as the "clearance" of restrictions on foreign investment access in the manufacturing sector and zero-tariff treatment for 100% of tax products from the least developed countries that have diplomatic relations with my country, thus further increasing its attractiveness to countries around the world.
By expanding independent opening up and unilateral opening up in an orderly manner, we can extend major opportunities to more countries, such as the "Global South" represented by ASEAN countries, and promote more bilateral or multilateral cooperation.
Qianhai can be used as a "test area" for the connection between Shenzhen and Hong Kong rules
Southern Finance: One of the major positioning given by the state to Qianhai is “a high-level gateway hub for opening up to the outside world”. Among all free w88 zones, what is special about Qianhai?
Yu Haichun:Affected by the trend of anti-globalization, WTO rules are gradually being marginalized, and regional w88 agreements are emerging. At present, our country is advancing to join CPTPP and DEPA. The rules therein need to be carefully studied and the pros and cons analyzed. On the one hand, we must absorb advanced rules and better integrate into the global economic and w88 environment; on the other hand, with the size and status of my country's world's second largest economy, no matter which system we join, we should participate in the formulation of rules. The docking of rules is mutual.
In this process, the free w88 pilot zone and the free w88 port play a pioneering and leading role in institutional innovation, and Qianhai is at the "frontier among the frontiers."
As a special economic zone, Shenzhen has the legislative power of the special zone and can promote pilot projects more systematically within the scope permitted by national laws. At the same time, as the "number one city for foreign w88", Shenzhen's export scale has ranked first in the country for 31 consecutive years, and it attaches far more importance to international high-standard economic and w88 rules than other places.
Qianhai is a “special zone among special zones”. The "Qianhai Plan" specifically mentions that it will benchmark high-standard economic and w88 rules such as CPTPP and DEPA, take the lead in carrying out stress tests, and orderly promote the opening of related businesses in the fields of telecommunications, Internet, education, culture, medical care and other fields.
Promoting joining CPTPP and DEPA is a medium- and long-term goal, and the Greater Bay Area has the particularity of "one country, two systems, three jurisdictions". From a medium- to short-term perspective, the Greater Bay Area, especially Shenzhen and Hong Kong, can take the lead in studying the connection of systems and mechanisms, and Qianhai is a core point.
For example, the legal systems of Hong Kong and the Mainland are different. The Qianhai Court is exploring the connection of cross-border commercial legal rules. The court trials can apply international conventions and extraterritorial laws agreed by both parties; for another example, DEPA is a representative of international high-standard digital w88 rules. The core of digital w88 rules lies in cross-border data flow. Shenzhen and Hong Kong can explore Qianhai as a "pilot area" to pilot cross-border data flow.
Southern Finance: From the establishment of the Shenzhen Research Institute of the w88 casino in 2013 to the unveiling of the International w88 Rules Research Institute in Qianhai, why do you attach importance to Shenzhen? What business layout will you have in the future?

The University of International w88 can not only provide talents to Shenzhen, but also take into account Shenzhen’s industrial characteristics and talent needs. The professional settings and teaching models of the University of International w88 can also be updated in time and change accordingly.
Currently, the w88 casino has formed a "one body and two wings" pattern in Shenzhen. The “one body” is the Beijing campus of the University of International w88 and Economic Cooperation, and the “two wings” are the Shenzhen Research Institute in the Nanshan District Virtual University Park, and the International w88 Rules Research Institute that was recently unveiled in Qianhai.
The Shenzhen Research Institute has three major functions - scientific research, social services, and talent training. It not only undertakes think tank projects, but also has trained more than 3,000 advanced training class students.
