In 2013, the plaintiff Wang Mingquan obtained the "Tobacco Monopoly Retail License" issued by the defendant Tobacco Monopoly Bureau after approval. Since 2014, it has been sold tobacco in the "Jiping Wholesale Department" in Ganlin Town. In 2019, it no longer operated tobacco retail business after transferring its store, but did not actively apply for the closure procedures.
