China’s responsibility in promoting the equitable development of the global governance system

The report of the 20th National Congress of the Communist Party of China clearly stated that China is committed to promoting the construction of a community with a shared future for mankind, adhering to the correct direction of economic globalization, and jointly creating an international environment conducive to development, which provides a fundamental basis for China's participation in global governance. Since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China has focused on promoting high-level opening up, actively participated in global governance, provided Chinese solutions to cope with major changes unseen in a century, and demonstrated the responsibility of a major country.
First, contribute China’s strength to global economic governance.In the context of the proliferation of anti-globalization thoughts, China holds high the banner of multilateralism and free w88, opposes protectionism, implements a more proactive opening strategy, promotes w88 and investment liberalization and facilitation, and promotes the balanced development of economic globalization. Actively participate in the reform of the WTO, fully fulfill its WTO commitments, significantly relax market access, reduce the overall import tariff level from 15.3% to 7.4%, implement a negative list management system for foreign investment access, and the level of openness in some areas even exceeds that of some developed countries. The third is to contribute Chinese wisdom to global poverty governance.Poverty is a chronic disease of human society and a common challenge facing the world. China accounts for nearly one-fifth of the world's population. It achieved comprehensive poverty alleviation in 2020, ten years ahead of the global poverty reduction goal set by the United Nations 2030 Agenda for Sustainable Development. It has significantly reduced the number of poor people in the world and made a major contribution to the development of global poverty reduction and human development and progress. The concept and program of "poverty alleviation" have also provided important experience for the world. At the same time, China has actively carried out international poverty reduction cooperation. Through various forms such as building platforms, organizing trainings, and think tank exchanges, China has carried out international poverty reduction exchanges, shared poverty reduction experiences, and supported the poverty reduction and development of developing countries. It has provided various forms of assistance to countries in Asia, Africa and Latin America, exempted and exempted debts, and provided assistance to developing countries in implementing the Millennium Development Goals.
The fourth is to contribute Chinese thought to global security governance.As an advocate, diffuser and contributor of shared norms of international security, China is committed to alleviating the global security deficit, getting rid of international security dilemmas, and maintaining world peace and stability. It adheres to the principles of the United Nations Charter, advocates the establishment of a new security concept of common, comprehensive, cooperative and sustainable, resolves disputes through dialogue and negotiation, and upholds fairness and justice in international affairs, which has been recognized and responded to by more and more countries. At present, China has achieved strategic alignment with a number of international organizations and worked together on solutions in areas such as maritime security, biosecurity, public health security, and response to terrorism. This has enhanced the international community's governance capabilities in dealing with traditional and non-traditional security, and promoted the construction of international common security. After the conflict between Russia and Ukraine broke out, China has always insisted on promoting peace and talks, calling for resolving disputes through dialogue, not intensifying conflicts, respecting the reasonable security concerns of all parties, and practicing China's consistent security propositions, which has won the recognition of the majority of developing countries.
The fifth is to contribute China’s experience to global climate governance.Faced with the global ecological crisis, China attaches great importance to international cooperation in addressing climate change, adheres to the principles of common but differentiated responsibilities, fairness, and respective capabilities, and actively participates in and leads global climate governance. In practice, we will implement the concept of green and low-carbon development, put the people at the center, strive to reach carbon peak and carbon neutrality, and reduce pollution and reduce carbon emissions to achieve synergy. In 2020, China's carbon dioxide emissions per unit of GDP dropped by 48.4% compared with 2005, exceeding the promised target of 40% to 45%; non-fossil energy accounted for 15.9% of total primary energy consumption, an increase of 8.5 percentage points from 2005, and also exceeded the promised target of 15%. Strengthen low-carbon cooperation internationally, safeguard the goals, principles and framework of the United Nations Framework Convention on Climate Change and the Paris Agreement, safeguard the interests of developing countries, and promote the joint construction of a fair, reasonable, cooperative and win-win global climate governance system. As of 2022, China has signed 43 climate change cooperation documents with 38 developing countries and helped 28 countries implement 37 climate change mitigation and adaptation projects. We will work with co-building countries to build a green “Belt and Road” and support them in developing and utilizing clean energy. Green has gradually become the background of the co-building of the “Belt and Road”.
It should also be noted that the international situation is turbulent, and various unfavorable factors affecting the comprehensive recovery of the world economy and common global development still exist. Various deep-seated conflicts are intertwined, and international and regional hot issues have escalated. In particular, developed countries have shown severe protectionism, unilateralism, nativism, and pragmatism in their foreign economic policies, which have had many adverse effects on global development cooperation. Consolidating the development achievements of economic globalization, promoting the establishment of new global governance relationships, and promoting the world economy to recover and move towards sustainable growth require the joint efforts of the international community. China will continue to improve the quality and level of opening up to the outside world, demonstrate its consistent role as a responsible major country in the process of promoting an open world economy, contribute to improving global governance, act as a "constant" in the changes in the world economy, and promote the development of global governance in a fair and reasonable direction.
First, actively promote global economic development.Adhere to multilateralism, promote the WTO, APEC, G20 and other multilateral mechanisms to play a better role, accelerate the high-quality joint construction of the "Belt and Road", and promote the green "Belt and Road", digital "Belt and Road" and high-standard infrastructure connectivity. Steadily expand institutional opening up of rules, regulations, management, and standards to form a standardized and transparent basic institutional system that connects domestic and international w88 and investment rules, and jointly build a safe, efficient, mutually beneficial, and stable and smooth global industrial chain and supply chain system. Second, continue to promote international exchanges and cooperation in health.Continue to uphold the concept of building a human health community, strengthen cooperation with the international community, and jointly safeguard human health and well-being and global public health security. We should build an efficient and sustainable global public health system that benefits all mankind, strive to promote the formulation of new rules and standards for public health, and build a solid line of defense to protect the safety and health of all mankind. Demonstrate international responsibility and do our best to provide developing countries with public health products that adapt to local differences and are highly integrated. Promote the establishment and improvement of long-term financing mechanisms for global public health security, threat monitoring, early warning and joint response mechanisms, resource reserves and resource allocation systems and other cooperation mechanisms. Accelerate the introduction of a global health strategy with Chinese characteristics that is consistent with China's status and responsibilities as a major country, and improve the effectiveness of international health cooperation and assistance.
Third, deepen and promote global poverty governance.We will promote the integration of poverty management into the "Belt and Road" construction, strengthen poverty reduction exchanges and cooperation with other countries, promote the poverty alleviation and poverty reduction process in developing countries, promote the establishment of new international poverty reduction exchanges and cooperation relationships with win-win cooperation as the core, and make greater contributions to building a community with a shared future for mankind with common development. Strengthen agricultural foreign cooperation and lay a solid foundation for the elimination of extreme poverty in developing countries. Integrate foreign poverty reduction cooperation with Chinese enterprises' "going global" strategy, and through investment and w88 cooperation, cultivate the economic growth momentum of partner countries, especially the growth momentum of the private economy, and promote the construction of an economic growth environment conducive to the poor in partner countries. Taking into account the differences in causes of poverty, poverty levels, and national governance capabilities among different countries, guide countries to more closely link development planning with poverty issues, coordinate development planning with poverty reduction, and explore the localization of poverty reduction experience.
Fourth, promote global security governance fairly.Adhere to the purposes and principles of the United Nations Charter, oppose hegemonism and unilateralism, practice true multilateralism, actively build a balanced, effective, and sustainable security architecture, and further improve the global security governance system. Coordinate the maintenance of security in traditional and non-traditional areas, and jointly respond to regional disputes and new and old global issues such as terrorism, network security, and biosecurity. Promote the practice of global security governance to be deeper and more practical, support the expansion of the voice of developing countries in global security governance, and urge developed countries to share responsibilities in global security governance. We attach great importance to the legitimate security concerns of all countries, oppose basing one country's security on the insecurity of other countries, adhere to the general direction of promoting peace, promoting talks and political settlement of international disputes, and oppose double standards and unilateral sanctions.
Fifth, comprehensively promote global climate governance.Deepen and innovate the development path of the global climate governance body community, actively assume appropriate leadership responsibilities for global climate governance, and participate in the formulation of climate systems while adhering to the dominant position of the United Nations climate governance mechanism in global climate governance. Strengthen the agenda-setting and coordination capabilities of international climate negotiations, gradually increase international climate assistance, actively lead South-South climate cooperation, provide more international public goods for global climate governance, and continuously achieve moral deepening and deepening relations of cooperation and win-win through exchanges. Further promote domestic low-carbon green transformation, build a green low-carbon circular development economic system, achieve dual carbon goals on schedule or ahead of schedule, and contribute to global governance through its own practical actions. Summarize advanced cases at the national, city, social and industrial levels, increase international dissemination, provide Chinese wisdom and solutions for the deepening of global green development concepts and methods, and further play a leading role in the construction of global ecological civilization and sustainable development.
