In order to deal with the health problems caused by pollution, countries around the world are actively carrying out various information disclosure programs to collect and disclose corporate pollution data. The purpose of this approach is to help regulators and the public more effectively identify companies that violate regulations and exceed standards. China’s Ministry of Ecology and Environment launches continuous emissions monitoring systemCEMS (Continuous Emissions Monitoring System) to monitor and disclose the company’s hourly emission data in real time.In order to study whether bottom-up public participation can improve environmental quality, researchers conducted an eight-month field experiment in China.This study shows that public participation has a significant effect on reducing air and water pollution. Social media has proven to be an effective tool for promoting citizen participation in policy implementation and governance, helping to make regulatory agencies more accountable. Although this study was conducted in China, it provides the first experimental evidence that public participation can help address challenges in implementing environmental policy, with implications for other countries and the wider public policy field.
