The research results construct a theoretical framework to explore how provincial governments use promotions to motivate city officials to deal with the conflicting tasks of economic development and environmental protection. Its research hypothesis is that provincial governments strategically allocate polluting industries to provincial border areas, allowing neighboring provinces to share the cost of pollution, and use promotion incentives to get city leaders to cooperate with industrial relocation. When the central government implements stricter environmental supervision policies for provincial governments, the probability of provincial border city leaders being promoted is greater. The results based on the analysis of prefecture-level city panel data found that when environmental protection tasks become more important, the promotion probability of leaders in provincial border cities increases significantly compared with non-provincial border cities. One potential channel is that leaders of provincial-border cities accept the relocation of polluting industries as a signal to obey the arrangements of their superiors. In addition, this effect is more prominent for new leaders who are more motivated to be promoted and more dependent on their superiors.
