The conference was divided into four units: "Basic Issues of Digital Administrative Law", "Theory and Practice of Digital Administrative Law", "Theory and Practice of Digital Governance Model Innovation" and "Government Regulation of Digital Economy". Associate Professor Kong Xiangwen of our college gave a report on the theme of "Clarification and Improvement of Rules for Handling Personal Information by State Agencies" in the second unit. The core issue of the report is what rules state agencies should follow when processing personal information and how to determine the scope and density of legal retention. Associate Professor Kong Xiangwen pointed out that the Personal Information Protection Law puts state agencies and enterprises in the same law for adjustment, but the rules for state agencies are not clear. Clarifying the relevant rules requires solving two issues: first, the nature of the behavior of processing personal information, whether it is an administrative act that increases or decreases personal rights; second, how to further refine the concept of "processing". Possible solutions include hierarchical classification and differentiated specification density.
