President Li Shouping summarized the achievements in the construction of foreign-related rule of law in the past year, and pointed out the multiple challenges currently facing international law. He emphasized that international law scholars should jointly shoulder the responsibility of strengthening international law research and teaching and serve the country's foreign-related legal construction. In this regard, President Li Shouping put forward three suggestions: First, the current era is an era of change, with unstable factors and turbulent changes intertwined. The international power pattern coexists with "rising in the east and falling in the west" and "strong in the west and weak in the east". In this context, we should focus on how to maintain the authority and fairness of international law and prevent international law from being manipulated by the politics of major powers. Secondly, globalization and anti-globalization coexist in global economic development. In this context, we should focus on how to build a credible artificial intelligence legal and ethical system and a fair and reasonable algorithm regulation system, how to build a behavioral regulation system for cyberspace and the new generation of cyberspace metaverse, and promote and ensure the development of new qualities and new domains to empower social progress and human civilization and other important issues.

After the opening ceremony, the Beijing International Law Society’s “Investigator Outstanding Research Achievements in International Law Award” award ceremony was successfully held. The society awarded one first prize, two second prizes, and three third prizes for outstanding papers.


The keynote report phase of the conference was chaired by Liu Huawen, Vice President of the Beijing Society of International Law, Deputy Director and Researcher of the Institute of International Law, Chinese Academy of Social Sciences. Liu Zhiyuan, Director of the International Cooperation Bureau of the Supreme People's Procuratorate, expounded on the important role and latest progress of China's procuratorial organs in the foreign-related rule of law with the topic of "Foreign-related Prosecution in the General Pattern of Foreign-Related Rule of Law". He pointed out that in recent years, procuratorial organs have taken the initiative to integrate into the collaborative pattern of foreign-related legal affairs and strengthen the top-level design of foreign-related procuratorial work. Director Liu introduced that the Supreme People's Procuratorate held the first national foreign-related procuratorial work conference in November, and issued the "Opinions on Comprehensively Deepening Procuratorial Reform and Further Strengthening Procuratorial Work in the New Era" on December 5, which specifically made provisions for improving the foreign-related procuratorial work system. Director Gou elaborated on the current development of several fields of international law and China’s practice. He emphasized that General Secretary Xi Jinping attaches great importance to foreign-related legal work, and the Third Plenary Session of the 20th Central Committee of the Communist Party of China specifically deployed relevant work, highlighting the importance of international law in responding to global turmoil. At present, the development of international law presents three prominent features: first, the judicialization of international politics has intensified; second, countries are vying for dominance in formulating rules in the fields of climate, public health and other fields; third, legal wars in the game of great powers are heating up, and countries are actively using legal means to safeguard their own interests.
