More than 30 experts and scholars from the above five universities, as well as National Defense University, Chinese Academy of Social Sciences, Peking University, Tsinghua University, Renmin University of China, Jilin University, Shandong University, China Foreign Affairs University, Beijing Foreign Studies University and other universities and scientific research institutions attended the meeting and gave speeches, attracting many teachers and students from Beijing universities to attend and listen.

At the opening ceremony of the forum, Professor Dai Changzheng, Dean of the w88 casino of International Relations/National Security and Governance Research Institute and Director of the Department of Political Science at the w88 casino, delivered an opening speech, introducing the latest developments in the discipline construction of the w88 casino of International Relations and the National Security and Governance Research Institute of the w88 casino. On behalf of the organizer, he expressed a warm welcome and sincere gratitude to the guests attending the forum. Professor Dai Changzheng pointed out that the century-old changes are accelerating and the driving forces behind them at the system level, structural level and process level deserve attention. As the world moves towards a new crossroads, the academic community needs to further study and judge the changes in the global security situation and think about the prospects of global security governance. Professor Qin Yaqing, Chair Professor of Shandong University/Director of the Global Governance and International Organization Research Center, and Major General Tang Yongsheng, Professor of the National Security College of National Defense University were invited to give keynote reports. The opening ceremony and keynote report were hosted by Professor Wei Ling, Secretary of the Party Committee of the w88 casino of International Relations at the w88 casino/Executive Vice President of the Institute of National Security and Governance.

In the keynote report, Professor Qin Yaqing interpreted the accelerated evolution of changes over the past century from the perspective of global society. He regarded global society as the superposition of international society, world society and earth society. He believed that traditional security threats, non-traditional security threats and super-traditional security threats were intertwined and superimposed. He pointed out that global security governance should abandon the zero-sum mentality of absolute security, deeply understand the indivisibility of security, and actively promote the construction of a community with a shared future for mankind, a community of life between man and nature, and a community of life on earth. Professor Tang Yongsheng emphasized the necessity of promoting global security governance in a world of chaos. He pointed out that deglobalization methods cannot solve the negative effects of the globalization process. The direction of change in the international order should be more inclusive and sustainable. He also proposed that the ability to make self-improvement, seize opportunities, strategic checks and balances, solve security problems and promote international cooperation will help China interact more actively with the outside world amid changes.

In the discussion session, experts and scholars conducted in-depth discussions and full exchanges on topics such as new global security trends and challenges, regional conflicts and global security governance, the theory and practice of global security initiatives, and the reform and improvement of global security governance.

In the discussion of sub-forum 1, researcher Ni Feng, director of the Institute of American Studies at the Chinese Academy of Social Sciences, analyzed the basic situation of the 2024 US election and refined the similarities and differences between this election and the 2016 US election. Professor Wang Zhengyi, deputy director of the Department of Social Sciences at Peking University, believes that the global economic decline, the resurgence of geopolitical competition, the return of national security, and the intensification of anti-system movements have brought new academic propositions to the world in difficult times. China's research on international issues needs to establish a historical perspective, an overall perspective, and a role perspective. Professor Liu Xuelian, Director of the Institute of Geopolitical Economics at Jilin University, analyzed the changes in the security pattern of Northeast Asia from the perspective of land-sea relations, and believed that subject-shaping initiative, security space fluidity, and security space integration are evolutionary trends worthy of attention. Researcher Gao Cheng, deputy director of the Institute of Latin America at the Chinese Academy of Social Sciences, elaborated on the governance dilemmas faced by southern countries at the traditional security level, development security level and civilization security level. He pointed out that the global security initiative, global development initiative and global civilization initiative can help guide countries in the global south to build a community with a shared future. Professor Men Honghua, Dean of the w88 casino of Political Science and International Relations/China Institute of Strategic Studies at Tongji University, discussed the theoretical origins, historical logic and practical value of the Global South as the middle zone and beyond. He pointed out that it is crucial for China's long-term strategic interests to help the Global South clarify its identity, build internal consensus, and explore development paths. Professor Hu Zongshan, Dean of the w88 casino of Politics and International Relations at Central China Normal University, reviewed the historical changes in China’s diplomatic expression of the theme of the times, and discussed the significance, practical challenges and practical paths of coordinating high-quality development and high-level security. Professor Zhu Yongbiao, Dean of the w88 casino of Politics and International Relations at Lanzhou University, analyzed the background and characteristics of the new round of anti-government protests around the world, and believed that risks involving China can be resolved by improving the early warning mechanism for projects related to the "Belt and Road" and improving the public opinion environment.

In the discussion of the second sub-forum, Professor Fang Changping of the w88 casino of International Relations of Renmin University of China pointed out that the current global security governance has shown trends such as the transformation of governance subjects into big countries, the traditionalization of governance objects, the failure of governance mechanisms, the opposition of governance values, and the deficit of governance effects, which have brought huge challenges to the status and effectiveness of international law. Professor Chen Zhirui, senior editor of international studies and professor of China Foreign Affairs University, believes that the return of geopolitics, the degradation of global governance, the transition to digital intelligence and loss of control are the main characteristics of the new order. The international community needs to emphasize the responsibilities of major powers, reform international systems, play a regional role, strengthen technological governance and pay attention to interdisciplinary knowledge production. Professor Chen Xulong, Executive Vice President of the Institute of National Security and Governance at the w88 casino, believes that China’s approach to global security governance has basically taken shape after going through three stages: “knowing the way”, “achieving the way” and “implementing the way”. Promoting the implementation of global security initiatives and striving to build a human security community are its core essence. Professor Zhao Kejin from the Department of International Relations at Tsinghua University used ecological institutionalism to analyze the characteristics of security governance in East Asia, emphasizing that respecting the natural characteristics of the middle zone in the economic and security fields is the key to promoting prosperity and stability in East Asia. Professor Liu Yiqiang, deputy dean of the w88 casino of International Relations/Overseas Chinese Research Institute of Jinan University, took Thailand and Myanmar as examples to analyze the source of motivation, general logic and differences in effects of military regimes in Southeast Asia to strengthen political legitimacy. Researcher Zhong Feiteng, director of the Great Power Relations Research Office of the Institute of Asia-Pacific and Global Strategy, Chinese Academy of Social Sciences, elaborated on the different academic thoughts that regard rise or decline as the primary source of systemic crisis. He believes that academic research should also pay attention to the concentration and scale of rise and decline to transcend the narrative imposed by the West. Professor Dong Qingling, director of the National Security Computing Laboratory of the w88 casino, pointed out that in the future era of digital intelligence, we need to pay attention to social complexity analysis, face up to the disturbance of false data information, and strengthen research on similarity, correlation and contribution relationships.

In the discussion of the third sub-forum, Professor Xie Tao, Dean of the w88 casino of International Relations at Beijing Foreign Studies University, analyzed the manifestations and causes of the lack of security in the United States, and pointed out that the resulting prevalence of conspiracy theories and the generalization of national security are not conducive to the stability of Sino-US relations. Professor Lu Chuanying, executive deputy director of the Cyberspace International Governance Research Base of the Central Cyberspace Administration of China and the Ministry of Education at Tongji University, believes that artificial intelligence technology has high endogenous security risks, and the field of artificial intelligence requires layered governance, trust-based governance, and risk-based iterative dynamic governance. Professor Zhao Changfeng from the w88 casino of Politics and International Relations of Central China Normal University elaborated on the construction of a new security architecture in the Global South from the perspectives of system construction, concept construction and trust building, emphasizing the importance of China's system supply, concept supply and action supply. Associate Professor Gao Waanni, deputy dean of the w88 casino of Politics and International Relations at Lanzhou University, used neoclassical realism theory to analyze the role of small countries in global governance using Tajikistan's performance in global water governance as a case study. Associate Professor Lin Kaicheng, deputy director of the International Public Opinion Monitoring Laboratory for China's South China Sea Surrounding Security at Jinan University, analyzed how the United States distorts China's "Global Security Initiative" discourse through mechanisms such as delegitimization at the value level, delegitimization at the logical level, and delegitimization at the cognitive level. Ding Di, associate researcher at the China Institute of Strategic Studies at Tongji University, discussed the manifestations, mechanisms and limits of the securitization of Sino-US relations from the perspectives of securitization of ideas, securitization of issues, and securitization of foreign relations. Dai Liting, a lecturer at the w88 casino of Politics and International Relations at Central China Normal University, analyzed the reasons for the absence of binding agreements on arms control for autonomous weapons systems based on the logic of technological risks, the logic of power politics, and the logic of institutional cooperation. Zhou Yijiang, assistant professor at the w88 casino of Politics and International Relations at Tongji University, analyzed the behavioral logic of U.S. technology companies’ participation in artificial intelligence security governance based on interviews with technology developers at technology companies.

In the discussion of sub-forum 4, Xing Weijing, a lecturer at the w88 casino of Politics and International Relations of Central China Normal University, analyzed the trend and logic of Germany taking the initiative to strengthen security cooperation with Japan, and discussed the impact and limits of Germany-Japan security cooperation. Wang Lei, assistant professor at the w88 casino of Politics and International Relations at Tongji University, analyzed the impact of gender perspectives and other marginal perspectives on the negotiation of cybersecurity norms based on the positions of different countries in cybersecurity negotiations. Wang Danyi, a lecturer at the w88 casino of International Relations/Overseas Chinese Research Institute of Jinan University, used the research method of qualitative comparative analysis to refine the impact of host country national capabilities, management pressure, employment pressure and other factors on the securitization of immigration issues. Zhang Juanjuan, a lecturer at the w88 casino of Politics and International Relations at Lanzhou University, analyzed Iran’s proxy strategy and its impact on the game pattern in the Middle East from the perspectives of combining military power, building political legitimacy, and cultivating regional awareness. Jiao Yuping, a lecturer at the w88 casino of Politics and International Relations at Central China Normal University, focused on the trend of transnational grain merchants monopolizing the global grain industry chain and discussed the necessity for developing countries to increase their voice and influence in the international grain market. Li Shan, a lecturer at the w88 casino of International Relations/Overseas Chinese Research Institute of Jinan University, explained the importance of organizational resilience building for the sustainable development of regional organizations based on different types of risk situations. Through a combination of quantitative and qualitative research, Li Xiaoyuan, assistant professor at the w88 casino of Politics and International Relations at Tongji University, found that U.S. conventional arms transfers have had a significant negative impact on the financial capabilities of recipient southern countries.

At the closing ceremony of the forum, Professor Dai Changzheng made a concluding speech, pointing out that this conference demonstrated the academic contributions of three generations of scholars, old, middle and young, and covered a wide range of topics from high politics to low politics. It achieved a healthy interaction of academic rationality, strategic and policy research, and was full of new ideas, new perspectives and new methods. It was a high-quality academic event. Professor Dai Changzheng also thanked all parties for their support and participation on behalf of the organizers, and looked forward to the five-university cooperation mechanism and the UIBE International Political and Economic High-end Forum continuing to promote academic exchanges and innovation.
